Job Summary:   Under the overall supervision of the FAO Representative and the direct supervision of (TBC), the incumbent will provide technical support to contribute to increased access to quality agricultural extension and advisory services using participatory extension approaches such as farmer field and business schools under the project “Improving food security and resilience of food production systems in Karamoja” (UNJP/UGA/068/EC).

 

Technical Focus: The Program Analyst (Farmer Field School)) will provide technical support in building the capacity of local governments, non-state actors and communities to provide quality agricultural extension and advisory services on selected nutrition sensitive integrated crop, livestock, and tree production systems. The incumbent will in collaboration with relevant technical persons, lead the planning, implementation, monitoring and evaluation and capacity building of partner staff and communities to promote testing and scaling up of sustainable crop and livestock production practices using farmer field and business schools.

 

Key Duties and Responsibilities:   The Programme Analyst (Farmer Field Schools) will be responsible for the following:

  • Support the planning, implementation and monitoring of interventions to build the capacity of local governments, non-state actors and communities to provide quality agricultural extension and advisory services,
  • Support mapping of stakeholders and existing modalities for agricultural extension and advisory services delivery and input supply in karamoja sub-region.
  • Conduct capacity needs assessment among project beneficiaries and support in the development and delivery of appropriate training content.
  • Facilitate needs assessment and capacity building of state and non-state actors through training of facilitators (ToF) on farmer field schools (FFS), farmer business schools (FBS) methodology integrated watershed management approach. Among others
  • Support adaption and development of integrated FFS training materials for delivery community-based-agricultural extension services.
  • Facilitate the design and implementation of localized hands-on season-long FFS training and equipping of community-based farmer facilitators (50 percent females) to build capacity to deliver last-mile agricultural extension and marketing services.
  • Facilitate the design and implementation of localized hands-on season-long FFS training and equipping of community animal health workers (at least 30 percent females) on good animal husbandry practices.
  • Support the implementation of watershed management and the Global Soil Doctors Programme in collaboration with the PA-ASLM,
  • Support strengthening of farmer institutions (FFS, FFS networks, WSAs, etc) to facilitate access to agricultural quality extension services.
  • Support participatory development and/or review and implementation of season-long learning activities, village savings and loan schemes and management of micro-grants in collaboration with the PA-ABVCD,
  • Support provision of capacity building to implementing partners on good livestock production and management practices
  • Work closely with communications team to support the development, translation, printing, dissemination and distribution of information materials and kits form community farmer facilitators, community animal health workers and Soil Doctors.
  • Support development of monitoring tools and establishment of database for farmer field schools activities in collaboration with MEAL team and other project technical persons.
  • Carry out monitoring and technical backstopping of implementing partners and project beneficiaries.
  • Submit monthly progress briefs and make input to technical reports other ad-hoc reports as and when required.
  • Perform any other duties as required.





Qualifications, Skills and Experience:

Minimum Requirements

  • The applicant for the Food and Agriculture Organization of the United Nations (FAO) Programme Analyst (Farmer Field Schools) job must hold a University Degree in agricultural Extension Education, Agriculture, Veterinary, Social Sciences, (agro-)meteorology, natural resources management, environmental science, disaster risk reduction or related fields from a recognized University
  • A minimum of five years of relevant experience in implementing agricultural development projects among rural communities in Karamoja sub-region or similar contexts,
  • Knowledge and experience on using Farmer field schools and/or Farmer Business Schools approaches in pastoral and agro-pastoral contexts is a must.
  • Working knowledge of English.
  • National of Uganda.

Required Skills:

  • Extent and relevance of experience in project implementation and monitoring using a result-based management approach.

  • Experience in working with the government partners at different levels.
  • Extent and relevance of experience in supporting and facilitating multi-stakeholders processes including interacting with policy- and decision makers at various levels, communities and private sector.
  • Proven coordination skills to implement the capacity building projects and activities, including development and organization of training events at the district and local level.
  • Proven leadership skills.
  • Demonstrated ability to open up to innovative approaches and new practices.
  • Ability to deliver project outputs and budgets on timely manner with high standard quality.
  • Strong interpersonal and collaboration skills within team and with external stakeholders.
