Makerere University Walter Reed Project (MUWRP) is a non-profit biomedical research Organization, whose mission is to mitigate disease threats through quality research, healthcare and disease surveillance. MUWRP was established in 2002 by a Memorandum of Agreement between The Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (HJF) and Makerere University (Mak) to undertake medical research to test HIV vaccines. Over the years, MUWRP’s portfolio has progressively expanded to include vaccine research for Ebola and Marburg viruses, surveillance of influenza and influenza- like viruses and other emerging infections in humans and animals; also epidemiological, basic and implementation research in HIV treatment, care and prevention programs in the Districts of Kayunga, Mukono, Buvuma and Buikwe.

 

Job Summary:  The Technical Advisor-M&E is responsible for taking lead on all M&E related program activities in the two districts with specific focus on data quality and use including collection, summarizing, analysis, dissemination, storing and timely reporting of all data generated from the PEPFAR Program. S/he will assess the current M&E systems, capacity of data staff and address the identified gaps through capacity building and technical support through coaching and mentorship for improved data collection, reporting and utilization and support understanding and compliance with M&E procedures and provide leadership to the HIS team to support EMR implementation. He/she shares M&E data and improvement plans and collaborates with staff and stakeholders on strategies for program improvements for greater program effects.

 

Key Duties and Responsibilities:

Planning

  • Participate in the COP planning process, program workplan and budget development
  • Participate in program target setting and redistribution for proper planning, implementation and monitoring.
  • Take lead in development of the M&E plan, key program indicators (KPI) and alignment with the MUWRP and PEPFAR goals and objection.

Capacity Building and Technical assistance

  • Coordinate capacity building for district, health facility and sub grantee teams through CMEs, cross learning sessions; on job/off site trainings, coaching and mentorship for District Biostatisticians/HMIS, data clerks and health/CBO staff/workers to support adherence to data quality and reporting standards for the PEPFAR program
  • Contribute to capacity strengthening initiatives for the M&E program through; development of capacity building plans, training strategies and materials, identification of CDPs for M&E staff and implementation of capacity building through mentorships, coaching and on job/off site trainings to District Biostatisticians/HMIS, data clerks, health and community workers.

Program implementation

  • Lead the implementation of M&E related activities as detailed in the approved annual program workplan, ensure adherence to GoU and PEPFAR program guidelines and provide technical support to all areas of data management for program data.
  • Provide routine technical and supervisory support through meetings, site mentorships and coaching to facility and community programs to facilitate alignment of reporting to program indicators and effective implementation of the program M&E activities
  • Lead in the implementation data validation processes and implementation of DQA, SQA Quality Assurance (QA), Quality Control (QC) and Quality Improvement (QI) measures, and data audits for all program interventions at facility, community, and district levels
  • Lead data driven action planning meeting with program teams to; review performance trends by site, identify best practices and support their adoption for improved performance.
  • Review support supervision/mentorship/coaching findings to ensure corrective actions are taken as required as well as proposing strategies to increase data use and demand amongst project staff.
  • Support and ensure EMR functionality in facilities and community programs.
  • Ensure updated and correct program tools as approved by line ministries/programs (MoH/ PEPFAR/MoGLSD) or other support mechanism are available and in use at health facilities/community service points

Program monitoring and reporting

  • Provide technical guidance in the development of program data collection and reporting tools to support tracking of program indicators aligned with MUWRP and PEPFAR program goals and objectives.
  • Support the periodic data collection for reporting ensuring accurate, consistent and timely programmatic data into DHIS2, PIRS, UDOTS, OVSMIS and any other reporting systems and trackers as may be required by MoH/ PEPFAR/IHPT/MUWRP for program monitoring and reporting.
  • Participate in SIMS & CQI activities implementation to inform program success/failure.
  • Take lead in analyzing and writing of monthly, quarterly, semi-annual and annual programmatic performance reports
  • Supervise collection, entry and submission of accurate, consistent and timely reports required for PEPFAR reporting and MUWRP data management systems from all project partners and health facilities
  • Establish report tracking systems that provide program and facility staff with timely updates on pending incomplete and missing reports to support quality reporting and maintain a tracker of key action points as agreed during performance review meetings.
  • Collaborate with the MOH/ACP and other relevant ministry technical teams and provide technical assistance for the M&E section.
  • Represent MUWRP in related external engagements such as meetings, workshops, TWGs, IHPT/MHRP calls and provide required accurate analytics and data
  • Work with Senior Technical – Care and treatment to assist with coordination, national M&E strategic plan development, standardize and maintain the EMR implementation, monthly/quarterly data review meetings at health facility, district and national levels, as well as district level scorecards to foster a culture of data use and accountability.

Resource Mobilization

  • Engage in alternative resource mobilization initiatives for the organization such as grants writing, strengthening/ building on resourceful collaboratives
  • Ensure M&E activities are appropriately budgeted for in funding applications

Knowledge sharing and learning

  • Identify, document, disseminate, adapt and scale up best practices and innovations in the PEPFAR program.
  • Coordinate information sharing with key stakeholders, including beneficiaries, ensure that MUWRP promotes transparency throughout all stages of implementation.
  • Analyze program data to identify areas for operational research and participate in abstract writing.





Qualifications, Skills and Experience:

  • Education: Bachelor of Science, Statistics, BSc Quantitative Economics, BSc Math, MSc Statistics or a related field is required.
  • Additional Training in Monitoring and Evaluation of health programs is required
  • Minimum of five years of progressively responsible work experience in designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and managing data-intensive, performance-based programmes, preferably large-scale PEPFAR-funded programmes.
  • 5 years working experience in leading SI activities in a PEPFAR supported program.
  • Experience using Clinic Master will be of an added advantage

Personal attributes & physical ability:

  • Excellent report writing, data management and analysis (using Tableau, R, Stata, SPSS, QGIS), and communication skills, including oral presentation skills.
  • Excellent working knowledge with MS Excel, Access and PowerPoint
  • High level of competency in managing data and evaluations of large-scale health or HIV projects
  • Demonstrated ability to securely and efficiently manage large, disparate datasets, and problem-solving skills working on complex projects.
  • Ability to use survey indicators, monitoring systems and evaluation designs.
  • Ability to work in a team environment and with a broad range of collaborators. Ability to work both independently and in a team environment to test and define data requirements.
  • Ability to support programming, customization and roll out of DHIS2 trackers and open MRS open-source platforms.
  • Strong skills in using GIS tools for data analysis and mapping

Physical Availability:

  • Ability to permanently reside in Mukono district
  • Ability to frequently travel to the MUWRP PEPFAR supported sites in Kayunga, Mukono, Luwero, Nakasongola, Buikwe and Buvuma Islands
