About Organisation:
Makerere University Walter Reed Project (MUWRP) is a non-profit biomedical research Organization, whose mission is to mitigate disease threats through quality research, healthcare and disease surveillance. MUWRP was established in 2002 by a Memorandum of Agreement between The Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (HJF) and Makerere University (Mak) to undertake medical research to test HIV vaccines. Over the years, MUWRP’s portfolio has progressively expanded to include vaccine research for Ebola and Marburg viruses, surveillance of influenza and influenza- like viruses and other emerging infections in humans and animals; also epidemiological, basic and implementation research in HIV treatment, care and prevention programs in the Districts of Kayunga, Mukono, Buvuma and Buikwe.
Job Summary: The Program Officer – Supply Chain will mainly support the program to access and maintain adequate stock of commodities by providing technical assistance to facilities to make accurate, complete and quality forecasts of ARVs, OIs, TB, RH, HTS and laboratory commodities through the Web based ordering and reporting system. Under supervision of the Technical Advisor – Supply Chain; S/he will oversee implementation of Pharmaceutical related activities in compliance with MoH Pharmacy Division and MUWRP policies and procedures.
Key Duties and Responsibilities:
Planning
- Participate in the COP planning process, program workplan and budget development.
- Participate in program target setting, redistribution and dissemination for proper planning, implementation and monitoring.
- Provide technical guidance to the program sub grantees for annual and activity work plans and budget development.
Capacity Building and Technical assistance
- Coordinate/ participate in capacity building for district and health facilities through organizing; CMEs, cross learning sessions; on job/off site trainings, coaching and mentorship to facilitate effective commodity forecasting and quantification.
- Contribute to capacity strengthening initiatives for Medicine management through development of; capacity building plans to address identified needs, support to medicine management supervisors to conduct facility-based coaching and mentorship on ordering and reporting of ARVs, TB, Reproductive Health, HTS commodities and Laboratory commodities.
Program implementation
- Implement program supply chain related activities as detailed in the approved annual PEPFAR program workplan
- Implement Pharmaceutical Inventory Management systems including RX solution, Navision Enterprise Resource Planning system (ERP).
- Implement Medicine Management Supervision, reporting through Pharmaceutical Information Portal and support roll out. Supervisions include Essential Medicine Supervision, ART Supervision, Pharmaceutical Financial Management and Laboratory SPARS Supervision.
- Support implementation of Pharmacovigilance.
- Ensure that discrepancy analysis is done after cycle delivery.
- Collaborate with the national warehouses- NMS, JMS, MUAL, Beyond Logistics, MOH/ACP and other relevant ministry technical teams to provide technical assistance in planning, implementing, and monitoring commodity stock levels.
- Monitor and maintain adequate stocks of HIV related commodities through Distribution and re-distribution with proper documentation of the processes involved.
Program monitoring and reporting
- Contribute to the development of program data collection and reporting tool and program indicators aligned with the MUWRP and PEPFAR program goals and objectives.
- Support weekly real time stock status reporting of commodities through National reporting platform in DHIS2.
- Participate in periodic performance reviews with facility/ sub grantee teams for improved performance monitoring
- Participate in the planning and conduct of data/service quality assessments, facility Index testing assessments and other evaluations as may be required.
- Participate in SIMS assessment visits and follow up remediation as is required
- Prepare quarterly forecasts for STI medicines, Receive, distribute and account for STI drugs.
- Process quarterly Pharmacy Activity report.
Resource Mobilization
- Engage in alternative resource mobilization initiatives for the organization such as grants writing, strengthening/ building on resourceful collaboratives
Knowledge sharing and learning
- Identify, document, disseminate, adapt and scale up best practices and innovations in supply chain management for HIV programs.
- Write abstracts to improve knowledge sharing and MUWRP visibility.
Qualifications, Skills and Experience:
- Bachelor’s degree in supply chain, logistics, public health.
- Additional training in pharmaceutical management from a recognized institution is required.
- Three years of supply chain experience. Registered with relevant professional body.
- Knowledge of Medicines and Medical supplies.
Personal Attributes & Physical Ability:
- Strong understanding of computer applications especially Microsoft Word, Excel and Access.
- Ability to work as a team member or individual under minimal Supervision.
- Excellent written and oral communications skills.
- Proficient in interpreting and analyzing diverse data, understand HIV/TB epidemiology
- Ability to work collaboratively and independently to achieve set goals.
- Ability to meet very tight deadlines
- Ability to permanently reside in Luwero/Nakasongola
- Ability to frequently travel to the MUWRP PEPFAR supported sites in Kayunga, Mukono Buikwe, in Luwero, Nakasongola and Buvuma Islands.
