About Organisation:
Makerere University Walter Reed Project (MUWRP) is a non-profit biomedical research Organization, whose mission is to mitigate disease threats through quality research, healthcare and disease surveillance. MUWRP was established in 2002 by a Memorandum of Agreement between The Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (HJF) and Makerere University (Mak) to undertake medical research to test HIV vaccines. Over the years, MUWRP’s portfolio has progressively expanded to include vaccine research for Ebola and Marburg viruses, surveillance of influenza and influenza- like viruses and other emerging infections in humans and animals; also epidemiological, basic and implementation research in HIV treatment, care and prevention programs in the Districts of Kayunga, Mukono, Buvuma and Buikwe.
Job Summary: The Program Officer – M&E- Prevention is responsible for all M&E related program activities with specific focus on data quality and use including collection, summarizing, analysis, dissemination, storing and timely reporting of all data generated from the PEPFAR Program. S/he will assess the current M&E systems, capacity of data staff and address the identified gaps through capacity building and technical support and conduct on site visits to provide technical support through coaching and mentorship for improved data collection, reporting and utilization and support understanding and compliance with M&E procedures.
Key Duties and Responsibilities:
Planning
- Participate in the COP planning process, program workplan and budget development and avail all program data to inform the project design and workplans development.
- Participate in program target setting and redistribution for proper planning, implementation and monitoring.
- Contribute to the development of the program M & E plans and program indicators aligned to PEPFAR program objectives.
- Provide M&E guidance/data to the program sub grantees to guide annual and activity work plans and budget development.
Capacity Building and Technical assistance
- Coordinate/ participate in capacity building for district, health facility and sub grantee teams through CMEs, CDPs, cross learning sessions; on job/off site trainings, coaching and mentorship for District Biostatisticians/HMIS, data clerks and health/CBO staff workers to support adherence to data quality and reporting standards for the PEPFAR program
- Contribute to capacity strengthening initiatives for the M&E program through development of; capacity building plans to address identified needs, training strategies and materials.
Program implementation
- Support implementation of M&E related activities as detailed in the approved annual PEPFAR program workplan
- Provide technical and supervisory support to facility and community programs to facilitate alignment of reporting to program indicators and effective implementation of the program M&E activities
- Initiate data analysis and action planning meeting with program teams to review data trends and overall project performance
- Follow up on monitoring and review findings to ensure corrective actions are taken as required as well as proposing strategies to increase data use and demand amongst project staff.
Program monitoring and reporting
- Contribute to the development of program data collection and reporting tool and program indicators aligned with the MUWRP and PEPFAR program goals and objectives.
- Support the periodic collection and reporting of accurate, consistent and timely programmatic data into DHIS2, PIRS, UDOTS and any other reporting data bases, Trackers as may be required by MoH/MGLSD/PEPFAR/MUWRP for program monitoring and reporting.
- Facilitate data analysis and use at all program levels and support implementation of quality Improvement initiatives aligned to identified gaps
- Coordinate and participate conduct of data/service quality assessments, periodic performance reviews, data led feedback sessions and other evaluations to support improved performance.
- Supervise collection, entry and submission of accurate, consistent and timely reports required for PEPFAR reporting and MUWRP data management systems from all project partners and health facilities
- Strengthen utilization of EMR for facility and community programs.
- Take lead in analysing and writing of monthly, quarterly, semi-annual and annual programmatic performance reports & communicate with program teams to guide project monitoring and planning activities
- report tracking systems that provide program and facility staff with timely updates on pending incomplete and missing reports to support quality reporting.
- Liaise with IT department to ensure proper storage, filling and back up of project documents and data.
Resource Mobilization
- Engage in alternative resource mobilization initiatives for the organization such as grants writing, strengthening/ building on resourceful collaboratives
- Knowledge sharing and learning
- Identify, document, disseminate, adapt and scale up best practices and innovations in the PEPFAR program.
- Write abstracts to improve knowledge sharing and MUWRP visibility.
Qualifications, Skills and Experience:
- A bachelor’s degree in statistics, Quantitative Methods, Demography, Population Studies or any other relevant discipline from a recognized University. MSc. Statistics. Additional Training in Monitoring and Evaluation of health programs is required
- A minimum of five years related experience, proven track record in M&E/ PEPFAR data management and reporting.
- Strong skills in data analysis and vast experience in working with information systems promoted by the ministry of Health and PEPFAR e.g. DHIS2
- Strong skills in using GIS tools for data analysis and mapping
- Excellent written and oral communications skills.
- Ability to work collaboratively and independently to achieve set goals.
- Ability to meet very tight deadlines.
- Ability to permanently reside in Luwero/Nakasongola district
- Ability to frequently travel to the MUWRP PEPFAR supported sites in Buikwe, Kayunga, Mukono, Luwero, Nakasongola and Buvuma Islands districts
