DFCU Bank is a fast growing commercial bank offering a variety of innovative products and services. DFCU Limited was started by the Commonwealth Development Corporation (CDC) of the United Kingdom and the Government of Uganda through the Uganda Development Corporation (UDC) under the name of Development Finance Company of Uganda Limited. Later restructuring brought in DEG (of Germany) and International Finance Corporation (IFC) as equal partners with CDC and UDC, each having a 25% stake in the company. Its objective was to support long-term development projects whose financing needs and risk did not appeal to the then existing financial commercial lending institutions.
Job Purpose: Reporting to the Head of Central Operations, the Manager Trade Finance and Financial Market Operations will be responsible for managing, administering, and processing the Trade Finance facilities and the Bank’s Financial Markets Back Office activities to create a centre of excellence.
Responsibilities:
- Oversee the timely and accurate execution of all trade transactions and documents, including Import and Export transactions, Letters of Credit, guarantees, Import/Export bills, Contract Finance, and all other Trade Finance products.
- Monitor compliance of all Financial Markets Back Office activities, relative to policies and market best practices.
- Oversee the timely and accurate execution of all Financial Markets products, including Forex spot, Forwards, swaps, options, money market products as well as Repos and securities (T-bills/T-bonds) trading.
- Formulate the financial market Operations and Trade Finance operation’s policies, procedures, measures, and risk management and mitigation approaches.
- Administer and monitor Trade Finance products by carrying out the various processes at the different stages in the life cycle of these products.
- Communicating with counterparties and other functions within the Bank to solve ad hoc problems relating to treasury transactions when required.
- Champion projects to improve processes by identifying gaps or waste and liaising with other business units to develop mechanisms to improve.
- Regular proactive review of the reconcilable accounts to ensure reconciliations are up to date and follow up/ investigate items outstanding.
- Review service reports for Trade Finance and Financial Markets Ops to detect service failures and enforce corrective measures.
- Introduce & maintain measurable service standards.
- Manage, mentor, and conduct training to motivate and develop staff as well as foster a team approach by actively building strong working relationships within the unit as well as identifying training needs.
- Champion the due diligence and AML/CFT, KYC programs in the unit in line with the bank policies / regulatory framework.
- Enforcing preparation and submission of regulatory reports in line with set timelines.
- Prepare and submit reports to the Head of Central Operations on operational issues, opportunities development plans and achievements within agreed timescales.
- Enforce the highest level of data quality as per bank policies.
- Provide wider support to the Transactional banking, financial markets and Treasury on technical operational matters needed to deliver the respective business strategy from time to time.
- Provide relevant reports and information to Credit and Risk teams to guide trade transaction decisions, policies and processes from time to time.
- Develop mechanisms to safeguard financial/shipping documents and customer/bank records.
Requirements:
- Bachelor’s degree required in Commerce, Accounting or Business Statistics or another field.
- Treasury Certification (ACI)
- Recognized Professional Qualification in Trade Finance or International Trade Management is an added advantage.
Experience:
- At least seven years of banking experience two of which in a Trade finance and/or Treasury operations supervisory role
Knowledge:
- Up-to-date knowledge of current Trade finance and Treasury Back Office operating practices and procedures.
- Up-to-date knowledge of compliance matters, including KYC, AML, and CFT issues.
- Sound understanding of banking, foreign exchange, and Treasury functions.
- Good Knowledge and experience in examining and re-engineering processes and procedures, formulating policy, and developing and implementing new processes and procedures.
