About Project:

The German Ministry for Economic Cooperation and Development (BMZ) has commissioned the Gesellschaft fϋr Internationale Zusammenarbeit (GIZ) with the Governance and Civil Society Programme (GCSP) co-funded by the European Union. The programme is structured in two main components: Advancing Governance and Accountability (AGA) and Strengthening Civil Society in Uganda Support Programme (CUSP). Under AGA, the main objective of the programme is to strengthen accountability and human rights through the improvement of citizen engagement, access to quality information and enhanced institutional capacities to meet the demands of all citizens, including vulnerable groups, women, youth, people with disabilities and refugees. GIZ will work with the Uganda Human Rights Commission (UHRC) and selected non-state actors in the field of human rights under the AGA programme.

 

Job Summary:   The Technical Advisor will be responsible for;

  • Providing technical advice to UHRC, civil society and other partners on topics relating to human rights.
  • Supporting UHRC and other selected state partners to develop and implement inclusive participatory and feedback mechanisms for civil society.
  • Supporting the strengthening of state and non-state actor relationships on national and subnational level.
  • Planning, implementation, monitoring and reporting on activities in line with the mandate of the programme.

 

Key Duties and Responsibilities:   The Technical Advisor performs the following tasks:

  • Ensuring the strategic alignment of interventions with the programme’s goals and indicators.
  • Providing technical advice to state and non-state actors on the following thematic areas.
  • HRBA in the context of the strategic frameworks including the National Development Plan.
  • Strengthening human rights through decentralised structures and at subnational level, human rights related policies/ policy and policy formulation processes; the human rights system (including the use and dissemination of digital tools) and actors especially vulnerable groups in the country; civic engagement and awareness approaches.
  • Technically supporting the review and strengthening of institutional processes and improvement of institutional mechanisms.
  • Further developing the thematic interventions of the programme in the area of human rights in coordination with the line manager.
  • Maintaining existing and establishing new partnerships with specific and selected human rights CSOs.
  • Providing technical support to the development and implementation of different cooperation modalities with partners throughout Uganda, including the management of consultancies and financial agreements.
  • Ensuring smooth project implementation, including project development, planning and management, budget development and monitoring, monitoring and evaluation, reporting. Supporting capacity development initiatives for UHRC and CSOs in the human rights field.

Communication:

  • Ensuring regular, transparent and pro-active communication within the team and with other programme hubs.
  • Supporting the internal and external representation of the programme in coordination with the communication focal person in the component, the Communication and PR Officer of the programme and the line management.
  • Contributing to the communication work of the programme by providing input to and develop ideas for communication materials such as X posts, articles and other interventions
  • Ensuring visual documentation of activities, collection of stories and other relevant material with the appropriate consent.

Other Duties/Additional Tasks

  • Performs other duties and tasks at the request of management




Qualifications, Skills and Experience:

  • Bachelor’s degree in a relevant field, for example in Law, Political Science, Social Science, Development Studies
  • At least seven years of professional experience related to human rights and governance.
  • 5 years of professional experience in results-oriented project planning, monitoring and evaluation.
  • 5 years of experience in the design and steering of change processes.
  • 5 years of experience in the design and facilitation of workshops and trainings.
  • Experience working with state partners on human rights.
  • Experience working with CSO networks and/or formal/informal participation processes
