About MONUSCO:
Following the signing of the Lusaka Ceasefire Agreement in July 1999 between the Democratic Republic of the Congo (DRC) and five regional States (Angola, Namibia, Rwanda, Uganda and Zimbabwe) in July 1999, the Security Council established the United Nations Organization Mission in the Democratic Republic of the Congo (MONUC) by its resolution 1279 of 30 November 1999, initially to plan for the observation of the ceasefire and disengagement of forces and maintain liaison with all parties to the Ceasefire Agreement. Later in a series of resolutions, the Council expanded the mandate of MONUC to the supervision of the implementation of the Ceasefire Agreement and assigned multiple related additional tasks.
Key Duties and Responsibilities: Under the direct supervision of the UNV Programme Manager (PM), the duties of the Coordination Officer will include but are not limited to the following:
- Facilitate and coordinate the integration process of MONUSCO and Agencies components of the Field Unit;
- Provide management support to the PM in activities such as UNVs annual appraisals (VPA), VRA and contract renewals;
- Coordinate the mobilization and recruitment of volunteers in collaboration with UNV HQ and all sections of the mission; including communication and updates to UNV PM and section chiefs / hiring managers;
- Coordinate the arrival and check-in of newly recruited UN Volunteers and update the related online systems and tools;
- Coordinate the check-out and departure of outgoing UN Volunteers, and update the related online systems and tools;
- Support UNV PM during the budgeting and staffing exercise for the UNV component of the mission, including communication to sections, Budget Office, UNV HQ and volunteers;
- Ensure information flow between UNV PM and UN Volunteers regarding all activities;
- Act as focal point for inquires about redeployment, local working and security conditions, accommodation issues, and all matters related to the Conditions of Service;
- Process and maintain records of re-deployment, transfers and temporary duty assignments (TDY) for all UN Volunteers;
- Oversee approval of UN Volunteer leave requests and reports; monitor attendance;
- Ensure that monthly volunteer statistics and post data reports are sent to UNV PM and to UNV HQ;
- Support, in coordination with the UNV PM and the UNV Programme Officer (PO), the planning and preparation of UNV HQ field monitoring visits;
- Plan and participate to field missions outside Goma;
- Ensure effective coordination and logistical support in collaboration with the Public Information Officer for volunteer advocacy and social activities;
- Ensure proper and timely information flow to volunteers regarding policies, changes and developments in relation to volunteers’ administration & management (UNV COS and Mission Policies).
- Assist the Finance Officer with payroll activities, entries and queries.
- Facilitate detailed briefing sessions for new recruits;
- Any other duties as requested by the supervisor.
Qualifications, Skills and Experience:
- The applicant for the United Nations Volunteers (UNV) Coordination Officer, UNV Field Office job must hold a Master’s degree or equivalent in social sciences, business administration, management, human resources or related field.
- Candidate must be a national of a country other than the country of assignment.
- Three years of experience in coordination, administration and in support to management.
- Previous experience as a volunteer and/or previous DPKO experience, preferably in a developing country and within a UNV Field Unit, would be a strong asset.
