Community Empowerment for Rural Development (CEFORD) is a leading, not for profit Non Governmental Organization (NGO) in West Nile, registered with the National NGO Board and operating in West Nile (Uganda)

 

Job Summary: The ICT Officer at CEFORD will play crucial role in supporting the organization’s operations by managing and maintaining its information and communication technology infrastructure. This position requires a blend of technical expertise, problem -solving skills, and the ability to communicate effectively with stakeholders at all levels.

 

Key Duties and Responsibilities:

ICT Infrastructure Management

  • Maintain and administer CEFORD’s ICT infrastructure, including hardware, software, networks, and telecommunications systems.
  • Install, configure and upgrade computer systems and software as necessary to ensure smooth operations.
  • Monitor system performance and troubleshoot issues proactively to minimize downtime.

Data Management and Security

  • Develop and implement data management procedures to ensure the integrity, security and confidentiality of organizational data.
  • Regularly back up data and establish recovery protocols to safeguard against data loss or corruption.
  • Implement security measures to protect CEFORD’s network against unauthorized access, viruses, and other cyber threats.

User Support and Training

  • Provide technical support to CEFORD staff on ICT -related issues, including software usage, troubleshooting, and best practices.
  • Conduct training sessions to enhance staff members’ ICT skills and promote efficient use of technology resources.
  • Develop user manuals and documentation to facilitate self- help and knowledge transfer among staff members.

ICT policy Development and Compliance

  • Assist in the development and implementation of ICT policies, procedures, and guidelines to ensure compliance with relevant regulations and standards.
  • Monitor compliance with ICT policies and recommend improvements or updates as needed to enhance efficiency and security.

ICT Project Management

  • Collaborate with other departments to identify ICT needs and propose solutions to support organizational objectives.
  • Manage ICT projects from conception to implementation, ensuring timely delivery within budgetary constraints.
  • Coordinate with external vendors or consultants as necessary to produce ICT equipment and services.

ICT Capacity Building

  • Stay abreast of emerging technologies and trends in the ICT field and assess their potential relevance to CEFORD’s operations.
  • Identify training and development opportunities for staff to enhance their ICT skills and knowledge.





Qualifications, Skills and Experience:

  • Bachelor’s degree in Information Technology, Computer Science, or a related field.
  • Proven experience working in ICT roles, preferably in the non- profit or development sector.
  • Strong technical skills in computer hardware, software, networking, and telecommunications.
  • Proficiency in systems administration, including experience with operating systems (e.g. Windows, Linux), servers and databases.
  • Knowledge of ICT security principles and best practices.
  • Excellent communication and interpersonal skills, with the ability to interact effectively with diverse stakeholders.
  • Project management experience, including the ability to manage multiple projects simultaneously.
  • Problem-solving abilities and a proactive approach to identifying and resolving ICT issues.
