Food for the Hungry (FH/U) is a Christian international relief and development organization that has been working in Uganda since 1989. FH is currently operating programs in Asia, Latin America and Africa with support offices in the UK, Canada, Switzerland, Sweden, United States of America and Japan. FH’s primary goal is to end all forms of poverty World-wide. In Uganda, FH is operational in the Districts of Adjumani, Kitgum, Lamwo, Kole, Kween, Mbale, Namutumba and Amudat Districts implementing programs in four main sectors of Education; Food Security and Livelihoods; Health/Nutrition and Disaster Risk Reduction; with the Head office located in Kampala.
Job Summary: Under the overall guidance and supervision of the Program Director (PD), this role will be part of the Program Delivery Team. The EYA specialist will lead in making FH the partner of choice in Education, Youth and Adolescent programming in Uganda. Provide substantive and hands-on support to Area Programs (APs) and technical officers to implement the FH Y&A strategy. The incumbent will be the go to person for FH’s Community System for Accountability and Feedback (C-SAFE), Gender, diversity, Protection and inclusion strategic initiatives. Will ensure strong policy engagement, collaboration, private sector partnerships in the areas of Youth entrepreneurship, skills development, Adolescent, Sexual, Reproductive Health Rights (ASRHR), Y&A participation and engagement. Will also promote organizational growth and portfolio diversification and contribute to strategy development whilst positioning FH a cross all districts of operation in the EYA space.
Key Duties and Responsibilities:
Program Quality and impact (25%)
- Develop and manage the EYA initiative in Uganda and relevant initiatives funded by institutional donors.
- Adapt and develop context and program-specific guidance, tools, and pieces of training, and connect teams to critical information that will improve EYA knowledge and advance the integration of systems and resilience thinking and action to improve program performance and achieve results.
- Keep abreast of new thinking, research, and innovations in Y&A and synthesize and regularly communicate findings for country teams
- Develop and manage major the country research and learning initiatives in line with the EYA program.
- Engage in current policy and practice discussions related to risk and vulnerability reduction and resilience building, with particular reference to Uganda, and ensure this informs FH work.
- Responsible for defining the project strategy, milestones, and terms and conditions of Donor agreements for all EYA intervention to achieve the greatest coverage and impact possible. This includes providing technical guidance on contextually appropriate methodologies for delivering EYA activities.
- Ensure the integration of cross-cutting themes such as protection, beneficiary participation, accountability, and feedback in the program is planned for.
- Contribute to the review of the annual operation plan and Budget for Head Office and APs.
- Review and updates EYA reports and report systems in coordination with the M&E Coordinator and ensures timely submission.
- Participate in design and implementation of baseline, needs assessments, and impact evaluations as well as monitoring program progress to ensure donor compliance and program quality.
- Responsible for reviewing project reports, FH annual report especially the thematic areas of EYA.
Networking and External Engagement with technical working groups, donors, potential partners (20%)
- Assist the Program Director with representation to the government at the national level, helping to ensure constructive working relationships are maintained to allow expansion and growth of FH Uganda transformation development in Uganda.
- In conjunction with the Programs and Business development and other staff, represent FH Uganda at the national level to Donors, Technical working groups, other NGOs, and visitors ensuring coordination and attendance at relevant interagency technical, and security coordination networks as necessary to promote the excellent relationship.
- Establishes, coordinates, and maintains relationships with different EYA stakeholders at the international and national level.
- Support drafting content for internal EYA program announcements, articles newsletter, social media, and website.
- Review content and materials for fundraising, programs, and communications, including campaign messaging; support cases; fundraising appeals and acknowledgments; press releases; social media, and video content under EYA thematic areas.
- Support EYA grant-related contracts and reporting in collaboration with program staff; ensure all deadlines are anticipated and met.
C-SAFE, Gender, Protection and Inclusion (20%)
- Help to support and raise awareness around Community System for Accountability and Feedback (C-SAFE) and Ethics Point.
- In partnership with the program team, assist in facilitating C-SAFE awareness-raising in local communities.
- Support protection initiatives for children including safeguarding, do-no harm and SEAH
- Support inclusion initiatives such as gender mainstreaming and inclusion of Persons with Disabilities (PWDs) and Persons with Special Needs(PSNs) in humanitarian contexts
- Communicate observations and experiences and make recommendations to appropriate individuals and teams to enhance local Safeguarding strategies.
- Work with the People function (i.e. HR staff and the Onboarding team) to help ensure Safeguarding content is included in the onboarding process.
- Act as a resource to the Monitoring, Evaluation and Learning (MEL) function to help ensure inclusion of C-SAFE measures and outcomes.
- Act as a resource to managers and staff to help ensure programs and operations are integrating Safeguarding & CSAFE measures.
- Act as a resource to senior management as they work to fulfill their responsibilities and obligations under FH’s C-SAFE policies and response mechanisms.
- Participation in key program design meetings and kick-off workshops to facilitate inclusion of risks, planning and strategy with regard to C-SAFE.
- Prepare monthly C-SAFE reports together with C-SAFE focal points
- Coach and mentor EYA Officers in order to further develop their capacity in C-SAFE and EYA programing.
Education, Youth & Adolescent (EYA) Program strategy implementation (20%)
- Lead the design and roll-out of Y&A program strategy, Annual operation plans, and Budgets in Collaboration with other departments.
- Continuously scan the environment to enable FH position itself in the Y&A space.
- Ensure alignment of Y&A strategy with FH’s global corporate strategy.to support the development and implementation of FHU’s Resource Mobilization Plan.
- Develop Y&A program strategy and plan, capability statements, and innovative modules to streamline resource mobilization strategy.
- Integrate behavior change and adult learning methodologies into Education programming and model them in interactions with other staff.
- Work collaboratively with other Thematic specialist/ Coordinators to integrate EYA into the activities across departments and functions
- Setting and maintaining quality standards for new business development-related activities Review sectoral technical approaches and implementation strategies and develop customized recommendations to integrate EYA, adapting approaches for fragile and insecure contexts.
- Lead development and/or coordinate development of strategic EYA -related program management tools and documents as required.
- Assist with development and review of the Job description and recruitments of EYA staff, in coordination with FH Uganda human resources and senior management, and headquarters’ technical units.
- Provides technical training and support to all EYA staff to promote EYA activities in the community for their adoption and practice.
- Conduct TOTs on EYA Module to FH Staff at the AP level and provide Backstopping to ensure standards and best practices are adhered to.
- Conduct Orientation of new staff on FH EYA program.
Strategic partnerships development for business acquisition and growth (15%)
- Attract significant resources toward annual team fundraising targets, including by working with fundraising staff to identify new opportunities for Education, Youth, and Adolescents programming and by recovering costs for technical assistance to donor-funded projects.
- Contribute to organizational efforts to raise awareness about FH work on Education and protection, SRH and livelihoods for young people
- Prepares Education, Youth and Adolescent proposals and pipelines concepts in coordination with relevant staff at the AP, national, regional, and Global support Centre and contribute to the development of any other project proposals as may be assigned by the supervisor
- Planning and follow up on Commodity/ GIKs deliveries in coordination with relevant staff at the National office and AP.
- Conduct prospecting visits to identify partners and prepare for upcoming funding opportunities under EYA.
- Support the ongoing monitoring and analysis of new grant opportunities by researching donor websites, newspaper postings and engaging with FH affiliate’s offices.
- Work closely with finance and AP staff to develop program activity budgets
- Mapping out of key institutional actors, donors, and partners relevant to EYA or related sector.
- Prepare donor/partners meeting and communication technical briefs relevant to EYA.
- Ensure regular communication with the supervisor and headquarters-based Technical Advisors for Youth and Education to integrate appropriate technical unit priorities in program design
Qualifications, Skills and Experience:
- Bachelor’s degree or equivalent combination of education and experience in Education development studies/social sciences, law, Entrepreneurship, Business studies.
- Master’s degree in development studies/Social sciences, Education, Public health, Business Administration project management will be an added advantage.
- Vibrant personal relationship with Jesus Christ, a Christian commitment to serving the poor and in full agreement with FH’s Christian beliefs expressed in The Heartbeat.
- Demonstrated computer -operating skills, including proficiency in Google platforms, Microsoft Office products, and virtual technologies such as Skype, google meet and/ or Zoom.
- Ability to travel up to 40% of time per year in the country in sometimes remote and insecure locations.
- Typically, 7+ years of experience in Education, Youth & Adolescent programing, compliance, external engagement, Gender mainstreaming, Safeguarding, financial and project management experience. Experience with working with private and institutional donors. This will include UNWFP, UNFAO, UNHCR, UKAID/FCDO, GIZ, KOICA, USAID, EU-ECHO, PRM
- Non-profit ministry experience is a plus. Program leadership experience that includes risk and compliance management, financial, and opportunity development
- Language: Proficiency in spoken and written English. Ability to write reports, business correspondence, and procedure manuals is satisfactory.
