Job Summary: As Finance and Administration Manager, you will have a proven track record in senior management and strategic thinking as well as being adept at staff management and experienced in project planning and budget management for impactful funding proposals. You will bring expertise in policy development, a clear understanding of statutory requirements, and proficiency in organisation risk management and taxation. You will hold valuable experience in NGO financial management and grant financial management, including compliance procedures for restricted reserves. Additionally, you will be an initiator and self-driven individual who thrives on taking the lead and recognised as a team leader, builder, and developer. You’re a strategic thinker with an unwavering eye for detail, coupled with a creative and innovative mindset that brings fresh perspectives to problem-solving.

Key Duties and Responsibilities:

Manage the accounting function of the Country Programme      

  • Manage daily operations and monitor the organisation’s financial transactions to ensure that these are recorded in line with accounting policies, on an accurate and timely basis and financial reports are provided to all stakeholders by the set deadlines.
  • Maintain the accounting system to ensure accurate revaluation, reporting and compliance.
  • Conduct the month-end and quarterly-end closure process, including all relevant reconciliations.
  • Ensure statement of best practice in accounting systems and processes.
  • Ensure that all financial operations are carried out in accordance with financial policies and required local standards

Annual planning and budgeting

  • Coordinate and work with the senior management team to develop and finalise the annual plan and budget.
  • Ensure that all required information is submitted to Group Finance within deadlines and that questions, feedback, etc. are responded to in a timely manner.
  • In collaboration with the Country Director, coordinate the Board of Director approval process of both the annual plan/budget as well as the SLA.
  • Ensure that the annual budget is posted into the accounting system

Financial reporting and cash-flow management

  • Prepare the monthly financial reports in line with the Financial Manual and submit to Group Finance in line with the submission deadlines.
  • Ensure that the Country Programme is well resourced by monitoring cash flow forecast and submitting timely Funds Transfer requests to Group Finance as needed and appropriate.
  • On a monthly basis, produce relevant, accurate and timely reports for budget holders, department heads and project owners.
  • Produce relevant, accurate and quarterly reports for the Board of Directors.
  • Analyse financial data on a monthly basis track key indicators and timelines. Provide written or verbal analysis to stakeholders such as management staff, the Board and Group Finance as required.
  • Ensure all required statutory reports are filed with respective authorities.

Grant management compliance and donor reporting         

  • Prepare budgets for all concept papers and fundraising proposals in cooperation with the funding and programme teams.
  • Analyse, verify and review proposal budgets to ensure donor compliance and reasonableness.
  • Coordinate the proposal review process and ensure compliance with solicitations and donor regulations.
  • Maintain up-to-date knowledge of donor rules and regulations and ensure compliance.
  • Track expenditure of all grants and projects and prepare timely financial reports for departments, as well as for donors, in agreed donor format.
  • Review all payment requests to ensure that they meet the standards of allowable, allocable and reasonable manage grantee budgets so that they do not exceed allowable amounts.
  • Conduct Financial Due-Diligence for potential Sub-Grantees/ Partners.
  • Ensure proper capacity building to selected Sub-Grantees supporting them in creating and implementing proper financial systems.

Maintain a strong internal control environment

  • Promote a shared culture and ownership of maintaining strong internal controls throughout the organisation.
  • Directly manage the development, documentation, implementation, and
  • monitoring of internal control processes that are in line with existing organisational finance policies and minimise loss of the organisation’s assets.
  • Implement financial and administrative policies and systems to ensure organisational efficiency and effectiveness.
  • Maintain and regularly update the asset register.
  • Ensure that the assets of the organisation are maintained safely and securely.
  • Ensure that the organisation at all times remains compliant to all relevant laws and regulations by constantly monitoring the legal and regulatory environment and ensuring adherence to the same.

Manage the payroll administration system and procedures.

  • Review the accuracy and completeness of payroll data.
  • Ensure that statutory deductions are remitted to the government in a timely and consistent manner, including proper reconciliation of payroll-related ledger accounts.
  • Ensure all required payroll reports (tax, benefits and insurance) are filed with respective authorities

Organisational risk and governance

  • Support the Country Director and Senior Management Team with corporate governance, strategy and regulatory compliance issues and strategic direction of the organisation.
  • Effectively lead the risk management function of the organisation.
  • Manage the operating environment to minimise risk for the potential loss of organisational resources.
  • Advise the Board of Directors and management on corrective measures needed and success of previous actions taken.
  • Support all internal and external audits ensuring the timely implementation of all audit recommendations.

Manage the procurement function and processes

  • Have managerial oversight over the procurement process, ensuring that all procurements for the organization meet the standard of prudence, cost, accountability and fairness.
  • Advise management on procurement processes through a transparent and accepted procurement system.
  • Ensure adherence to organisational procurement policy and maintenance of proper documentation.

Manage finance and administration staff and their performance

  • To line manage and provide leadership to the Finance and Admin team, with the intention of supporting and developing all members of the team to create a strong finance, admin and HR department to deliver quality products.
  • To support the training and development of the Finance and Admin team.

Human Resources         

  • Ensure all new and existing staff receive appropriate paperwork with regards to salaries and benefits, contractual changes and that this paperwork is stored appropriately.
  • To ensure all staff are successfully recruited and inducted using Ripple Effect policies and processes.
  • Ensure all ensure that all HR policies and procedures are followed in a timely manner.

Other duties

  • Ensure compliance with Ripple Effect policies and all relevant legislation.
  • Act at all times according to Ripple Effect’s values and in support of its Africa Forward Together approach.
  • To undertake other duties of a similar nature as reasonably required by the line manager.
  • The role is mainly office-based with a secure working environment. There may be an occasional need to visit projects in the field.





Qualifications, Skills and Experience:

  • BA or BSc in Accounting, Business Administration or other related fields from a recognised university
  • Good level of computer literacy, with advanced use of Excel and experience of using accounting packages
  • Strong experience in the production of financial reports requires the ability to present complex and detailed information accurately and in a clear format, as well as the ability to adapt according to the needs to the audience.
  • Strong experience in programme and project funding/budget preparation and management,
  • Experience of developing and maintaining effective financial and accounting systems
  • Experience of developing budgets and effective internal controls
  • Experience of managing, motivating and supporting staff
  • Excellent interpersonal skills, with the ability to work across cultures and religions
  • Organised and methodical with a good eye for detail
  • Ability to organise and conduct training and workshops at different levels
  • The role may be required to deliver presentations and training sessions to staff and stakeholders
  • The role requires sophisticated mathematical and analytical skills to produce regular financial reports
  • for a variety of audiences including senior management team, Board and external donors/partners.
