Job Summary: The VAM Officer (Climate change Anticipatory Action, Resilience, Early Warning) will support this work, WFP Uganda is recruiting for a climate analyst. The analyst is a cornerstone in the cross-functional nature of climate change, anticipatory action, resilience, early warning, and Geospatial, enhancing RAM analytics and systems capacities while driving the development and deployment of innovative tools and approaches to needs assessments, targeting, programming, and monitoring, including the urban space.
Key Duties and Responsibilities:
Develop protocols and procedures to ensure Two-way Accountability (from implementers to beneficiaries) and Transparency of Food Security and Nutrition Assessments and Analysis
- Lead the development of a framework of assessment for climate change, anticipatory action, early warning, and geospatial analysis to provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP), the government of Uganda, and other global and regional plans), while being compliant with WFP corporate requirements.
- Budget for VAM-Climate-related costs and advocate for appropriate financial and human resourcing.
- Provide inputs to formulate regional climate change, anticipatory action, resilience, early warning, and geospatial strategies and support their operationalization.
- Develop Standard Operating Procedures, protocols, and guidelines for assessments, targeting, programme implementation on climate change, anticipatory action, early warning, and geospatial analysis.
- Provide coaching and guidance to colleagues to ensure their development and enable them to perform at their best.
Ensure that the high standards of quality, reliability, and validity of the data and analysis align with WFP’s privacy and protection guidelines.
- Contribute to designing and implementing systems, tools, protocols, and data visualisation products (static and dynamic) for assessments and monitoring strategies, including solutions to better align with national plans, strategies and investments.
- Support the daily data management activities to facilitate the creation of GIS products, including a working library of spatial data and metadata in the WFP Spatial Data Library.
- In coordination with the Area, Field, and Country Offices, identify, develop, and nurture operational partnerships to identify opportunities for collaborative approaches/initiatives that improve assessment, monitoring, and reporting.
- Contribute to products, including forecast-based Financing, Disaster Risk Financing, Anticipatory Action, Humanitarian Assistance, Cash as an Early Action, Early Actions and Funding mechanisms, Disaster Risk Reduction, and resilience-related analysis.
- Incorporate accountability to the affected population, protection, disabilities, and a gender perspective in areas of work to ensure equal participation of women and men.
Support Data-driven evidence-based decision-making process on time according to programmatic and strategic needs. (data preparedness)
- Contribute to developing and implementing national government and Inter-Agency climate and resilience frameworks, mainly focused on geospatial analysis.
- Facilitate the timely and productive use of information in accordance with WFP processes and standards and prepare updates on risks, assumptions, and any factors that can influence the implementation of climate, anticipatory actions, resilience, early warning, and geo-spatial analysis.
- Produce regular assessment and monitoring reports, including running data analysis, with the status of results and implementation progress.
- Support the development of training and seminars to enhance the capacity of WFP staff in Climate change, resilience, early warning, anticipatory action, and geospatial analysis.
- Contribute and support evidence-based decision-making on programme design and implementation, notably through making assessments and monitoring findings accessible and developing innovative, user-friendly and informative products.
Qualifications, Skills and Experience:
- The applicant for the United Nations World Food Programme (WFP) VAM Officer (Climate Change Anticipatory Action, Resilience, Early Warning) job must hold an advanced University degree in one of the following fields: agriculture, geo-spatial analysis, social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.
- Minimum of five years of relevant professional work experience including in international development or humanitarian work.
- Minimum of three years of experience in assessment and monitoring of climate change, anticipatory action, resilience, early warning, including strong experience using a variety of quantitative and qualitative analytical tools and methods
- Minimum Three years of experience with ESRI platform or products, or any tool to develop geo-spatial analysis.
- Demonstrated proficiency in the use of geo-spatial analysis, statistical tools and methods for quantitative and/or qualitative food security analysis, and the use of data management software, and information management tools.
- Experience on forecasts, climate financing and early warning systems
- Experience in Government systems strengthening.
- Coordination and implementation of assessments (climate and resilience)
- Proficient reporting writing skills.
- Advanced working knowledge and experience in ESRI (GIS), MS Office, Stata, SPSS, phyton
- knowledge of R and software for qualitative analysis is desirable.
- Languages: Fluency in oral and written English, including strong writing skills
Competencies:
- Food Security Analysis: Demonstrates ability to conduct structured food security analysis—Identify underlying macro and micro factors impacting food security of communities and countries. Provides findings and recommendations for the programmatic response.
- Food Security Monitoring: Manages the implementation of food security monitoring systems. Investigates any observed anomalies in the datasets and informs program management for operational response.
- Technical Specialized Knowledge: (e.g., Economics, Statistics, Public Health, Remote Sensing, GIS, etc.) Provides managerial and technical guidance for designing and conducting analyses, including computation, interpretation, and presentation of results for food security surveys and key indicators (comprehensive food security and vulnerability surveys, food security monitoring, implementing mobile surveys, market analysis, food consumption scores, coping strategies indices. data disaggregation, etc.)
- Food Security Assessment: Leads all aspects of surveys including design, implementation, analysis, findings and reporting. Ensures that assessment findings are easily translated into operational programmatic response.
- Strategic Operational Understanding: Demonstrates strong understanding of country operations to participate in response analysis exercises to improve the cohesion between analytical findings and programmatic response. Constructs evidence base underlying technical and policy advice given to stakeholders.
