Job Summary:   Monitoring, Evaluation, Accountability and Learning (MEAL) are essential in the design and implementation of Medical Teams International’s programs.

The primary role of the Senior MEAL Officer is to provide technical support to the organization in health monitoring and evaluation functions with strong emphasis on timeliness, completeness, data analysis and use, community feedback, and dissemination of information to management and key stakeholders at all stages of the program in line with Medical Teams’ program standards, donor guidelines, humanitarian sector, and Government of Uganda/ Ministry of Health best practices.

 

The Senior MEAL Officer develops effective MEAL systems and data collection tools; collects data using qualitative and quantitative methods; and conducts data entry and analysis. The Senior MEAL officer will work directly with the MEAL Manager, field technical and program staff, as well as with technical advisors at Headquarters (HQ) level to coordinate key functions under this position.

 

Key Duties and Responsibilities:

Supervision:

  • Provide technical support in the performance of MEAL functions at each settlement.
  • Identify the gaps in staff knowledge of MEAL concepts and skills and provide training in these topics.

Monitoring and Evaluation

  • Produce a comprehensive M&E plan for each project and conduct regular monitoring of progress toward that plan. Responsible for setting timeline for reporting of each project according to work plan.
  • Monitor, analyze, summarize, and disseminate data collected from surveys project activities, routine indicator-based surveillance, and event-based data collection in line with organization communication channels.
  • Support implementation of M&E systems, processes and tools ensuring quality and consistency in M&E data collection and reporting.
  • Coordinate data collection for assessments and surveys such as the annual Knowledge, Practices and Coverage (KPC) survey, facility exit interviews, facility assessments, etc.
  • Contribute to the development of project proposals and reports, including needs assessments, log frames, M&E plans, baseline and endline survey reports.
  • Conduct data quality assessments & data audits to ensure that the collected data is accurate and maintains the integrity of the project.
  • Conduct beneficiary interviews, focus group discussions, and quality improvement verification visits to the project sites as required by the program.
  • Contribute to compiling project monitoring data into internal and external reports reflecting activity indicators to guide management decision making, provide accountability to beneficiaries and stakeholders, share learning, and demonstrate impact. This includes summarizing reliable and timely information on health outcomes for different genders and vulnerable populations.

Accountability:

  • Establish effective complaints, accountability, and response mechanisms across locations to enhance feedback, trust, and confidence with people we serve.
  • Support MEAL Officers to analyze and share community feedback to program staff and leadership.
  • Coordinate with MEAL officers to ensure effective management of and response to feedback received through the UNHCR collective feedback system (FRRM).
  • Ensure systems are in place to monitor timeliness of response and resolution to community feedback.
  • Support Safeguarding of program participants and personnel through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, and Child & Vulnerable Adult protection policies and sexual harassment policies.

Learning:

  • Contribute to the development of success stories, case studies and photos of activities for knowledge management.
  • Develop specifications for data visualization and information products needed for reporting and program learning.
  • Ensure accurate and timely data is available for data visualization and analysis purposes.
  • Maintain a filing system for all MEAL activities, reports, and analyses in hard and soft copies, including backups/database etc.

Collaboration and Coordination:

  • Collaborates with Medical Teams Country and Field level program team for data sharing, reporting, and quality improvement.
  • Effectively represent Medical Teams International in internal and external engagements as assigned.
  • Support the MEAL Manager to develop a comprehensive annual MEAL budget for the country program, considering input from each field location.

Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree in Statistics, Demography, Public health or related field or equivalent experience required.
  • Post graduate diploma in monitoring and evaluation, data science or related field in Monitoring and Evaluation is preferred advantage.
  • Three years of experience with monitoring and evaluation systems in a humanitarian or development context at national or sub-national level required, preferably in public health or primary health care settings.
  • Proven experience in collecting quantitative and qualitative data using various survey modalities and sampling methodologies, including development of collection instruments, training of enumerators, monitoring of field collection and data quality control.
  • Experience providing ongoing training to staff involved with data collection and reporting.
  • Experience using electronic data collection, management and reporting systems e.g. Kobo, CommCare, DHIS2, PIRS, HIS etc.
  • Design of project data dashboards and data visualization products which support program monitoring, learning and adaptation.
  • Skills in IT, databases, statistical software, and analysis, particularly in areas related to monitoring and evaluation.
  • Sound theoretical knowledge and demonstrated skills of monitoring and evaluation systems including quantitative and qualitative data.
  • Knowledge of project cycle management
  • Knowledge of CHS and SPHERE standards
  • Knowledge of quantitative and qualitative survey methods
  • Knowledge of evaluation methodologies
  • Knowledge of digital data collection systems
  • Familiarity with grant management and institutional donor requirements related to proposals and reporting.
  • Skilled at building and maintaining a high functioning, high performing team.
  • Excellent verbal and written communication skills
  • Strong proposal and report writing skills.
  • Professional working proficiency in English
  • Strong computer literacy skills in word processing, spreadsheets, data collection software, data analysis software and presentations
  • Demonstrated skills in statistical analysis and data visualization.
  • Well-organized, with strong problem-solving skills and outstanding attention to detail
  • Strong and effective interpersonal skills in working with colleagues in a multicultural environment.
