Uganda Healthcare Federation (UHF) is an umbrella organization affiliated to the East Africa Healthcare Federation and as such represents the interests of non-state health players in Uganda. UHF was formed in 2010 borne from the need to have an umbrella body, which unites and represents all players in the private health sector in Uganda. UHF has been successful in attracting a broad membership of 56 associations and corporate organizations within its first year and hosted the 2012 EAHF inauguration Conference in Kampala.
Job Summary: The Uganda Healthcare Federation (UHF) seeks a Private Sector Engagement Advisor to provide technical leadership, oversight and strategic direction for private sector activities for a USAID-funded Urban Health Activity in Uganda. The Activity aims to strengthen urban health systems, to improve equitable health outcomes among all urbanites by working with municipalities, city authorities and other key stakeholders including development partners and ministries, departments and agencies to strengthen urban health systems to provide quality, equitable public health, optimize available resources and strengthen private sector capacity as part of sustainability efforts. The Uganda Urban Health Activity will address poor quality of care, congested public health facilities, uncoordinated referral system, weak community structures, limited private sector capacity, and gaps in enabling environment results in poor health outcomes in Kampala, Mukono and Wakiso. The Activity will operate over a five-year period
The Private Sector Engagement Advisor will provide highest quality technical guidance to identify, conceptualize, develop and accelerate transformative programmatic and technology innovations within the urban context in Uganda. The Advisor will enhance and strengthen the Activity’s collaboration with innovation partners in the private, public, academic and research sectors at all levels. The Advisor will work with key stakeholders in catalyzing, accelerating and implementing practice, service delivery and technology-based innovations for maximum health impact.
Key Duties and Responsibilities:
- Provide technical assistance on the identification, design, and implementation of strategic partnerships between private and public sector actors aimed at improving quality of care, health workforce learning and performance management, public-private referral systems and other critical technical aspects of the project.
- Work with private sector providers and networks of providers, pharmacies, and diagnostic companies to build private sector capacity in planning and management and readiness for scale-up, sustainability, and engaging with the public sector
- Support defragmentation and unification of the private sector in networks, associations, and federations
- Facilitate deliberative dialogue processes to foster trust and mutual understanding amongst public and private sector actors and entities
- Provide operational support for successful implementation of the project’s private sector engagement strategy particularly in the following key areas:
- Service delivery: Track the landscape of prospective private sector service delivery innovations in high-impact technical areas and identify opportunities for impact
- Incubate new solutions: Identify and develop new, high-impact program areas to enable successful introduction and scale-up
- Drive activities utilizing a problem-centered approach, where a deep understanding of entrenched problems and country-specific root causes serves as the basis for decision making
- Provide guidance and technical support to develop private sector governance and management tools to promote sustainability and institutionalization of interventions;
- Develop innovative financing mechanisms to sustainably engage private and non-public health providers
- Establish innovative public private partnerships across multiple technical areas
- Foster catalytic networks and engage non-traditional stakeholders to identify, develop, and propose solutions for health challenges and build evidence for better health within private sector engagement.
- Identify opportunities for and support growth of impactful partnerships that leverage the combined skills, assets, technologies, and resources of the public, private, and nonprofit sectors.
- Identify and manage short term technical assistance to ensure they achieve defined milestones on time and within budget
Qualifications, Skills and Experience:
- The applicant must hold an advanced degree in public health, urban health, international affairs, policy, health reform, management, or a related field;
- Strong medical, clinical and/or technical expertise working in low resource settings, particularly in clinical areas consistent such as maternal, reproductive and child health
- Excellent problem-solving skills and demonstrated experience utilizing innovation to effectuate disruptive change in health care systems of low and middle-income countries
- Exemplary record of operationalizing a vision and strategy in resource-constrained country settings
- At least 10 years of professional experience working in healthcare in resource-constrained country settings
- At least five (5) years working on private sector engagement and management.
- Deep understanding of urban public health systems in Uganda health systems and country-specific barriers limiting effective healthcare delivery
- In-depth understanding of private sector engagement strategies for advancing local innovation and entrepreneurial ventures
- Knowledge and experience working in the field of health / innovative financing;
- Knowledge and experience working on both demand and supply side health financing initiatives, ranging from private sector contracting, performance incentives and cost effectiveness, to community health insurance, and demand side voucher schemes
- Knowledge and experience of key principles and approaches to public private partnership models in health care in Uganda’s context.
- Proven leadership and management skills and proven record of working effectively with and leading diverse teams of professionals particularly in resource-constrained country settings
- Proven ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform across a portfolio of initiatives
- Comfortable with uncertainty and willing to take calculated risks
- Excellent verbal, written and presentation skills
- Ability to interact professionally in challenging environments and developing countries
- Ability to develop productive working relationships with counterparts in other diverse organizations worldwide
Desired:
- Demonstrated success working with key stakeholders in both the public and private sectors, particularly in resource-constrained settings
- Demonstrated experience using human-centred design, design thinking or other common approaches to strengthening a culture of innovation
