Job Summary: Monitoring, Evaluation, Accountability and Learning (MEAL) are essential in the design and implementation of Medical Teams International’s programs. The primary role of the MEAL Manager is to provide technical support to the organization in public health monitoring and evaluation functions with strong emphasis on timeliness, completeness, data analysis and use, community feedback, and dissemination of information to management and key stakeholders at all stages of the program in line with Medical Teams’ program standards, donor guidelines, humanitarian sector, and Government of Uganda/ Ministry of Health best practices.
The MEAL Manager is expected to have a high level of self-initiative and use critical thinking skills to identify and fill gaps in MEAL. The MEAL Manager will also work closely with the Health Advisor and Director of Programs to ensure that the Uganda country program complies with the organization’s global MEAL systems, standards, and good practices. The MEAL Manager should have the ability to work sensitively and positively with programming teams and promote a learning environment success of the post relies on this.
Key Duties and Responsibilities:
Supervision.
- Directly supervise Senior MEAL Officer and MEAL Officers and provide general oversight technical supervision of M&E functions of MTI- Uganda program.
- Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
- Work with country office leadership to determine staffing levels/roles needed to support country office MEAL activities and participate in recruitment to fill positions of Senior MEAL Officer and/or MEAL Officers.
Monitoring and Evaluation
- Provide strategic leadership on all matters pertaining to MEAL functions at Country office.
- Mainstream the Global MEAL Guidelines across all related MEAL activities at the field level.
- Develop context appropriate M&E processes, methodologies and tools for planning, monitoring, evaluation, accountability and learning in line with Medical Teams policies and standards. Design and implement annual MEAL work plans that support the Medical Teams country strategy and program theory of change.
- Strengthen and streamline existing health information management systems.
- Develop data gathering strategies and harmonize data collection, analysis and reporting flows for projects in country, including the identification and development of digital tools and platforms to streamline and manage MEAL activities.
- Provide technical expertise in household survey sampling design, questionnaire development, enumerator training and implementation, including programming needed for electronic data collection. Surveys will include annual Knowledge, Practices and Coverage (KPC) survey, facility exit interviews nutrition surveys, client satisfaction surveys, balance score card assessments, etc.
- Contribute to the development of project proposals and reports including needs assessments, log frames, M&E plans, baseline and endline survey reports.
- Monitor, analyze, summarize, and disseminate findings from surveys, routine indicator-based surveillance, and event-based data collection in line with organization communication channels.
- Develop strategies for assessing the quality of collected data for the indicators and manage tools and methods for assessing data quality for all indicators.
- Ensure beneficiary interviews, focus group discussions, and quality improvement verification visits to the project sites as required by the program.
- Compile project monitoring data into internal and external reports reflecting activity indicators to guide management decision making, provide accountability to beneficiaries and stakeholders, share learning, and demonstrate impact. This includes summarizing reliable and timely information on health outcomes for different genders and vulnerable populations.
Accountability:
- Ensure accountability is integrated into country strategies, program design, monitoring and evaluations, training, project performance management, partnership agreements, and highlighted in reporting.
- Ensure systems are in place to analyze and share community feedback to program and leadership and present AAP data in simplified yet informative formats, depicting disaggregated community perceptions on quality of humanitarian actions and accountability commitments.
- Ensure data storage and systems for sharing are set up to protect confidentiality of personally identifying beneficiary data and adhere to generally accepted principles/policies for data protection.
- Safeguard program participants and personnel through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, and Child & Vulnerable Adult protection policies and sexual harassment policies.
Learning:
- Develop systematic approaches that support documenting how change is happening within programs and making knowledge accessible and usable at local, country office and global level to inform programming, including the development of dashboards and other information products.
- Support the organization in knowledge management.
- Ensure after-action reviews and lessons learned exercises are integrated into the project cycle, including data collected through community feedback mechanisms and other participative forms of community engagement and feedback collection.
- Orient Medical Teams and Partner staff on MEAL tools, roles, and responsibilities.
- Work to enhance capacity for quality programming through training and capacity development of Medical Teams staff in MEAL including areas of program assessment, design, monitoring & evaluation methodologies.
- Facilitate operational research for contextual understanding, identifying opportunities, vulnerabilities, capacities, and resources, and contribute to publication of research findings.
Collaboration and Coordination:
- Collaborates with Medical Teams HQ Programs and Uganda program team in all MEAL related functions.
- Coordinate with Ministry of Health Department of Health Information (DHI), and donor MEAL focal persons, to deliver routine MEAL functions and strengthening capacity of Medical Teams International MEAL team.
- Effectively represent Medical Teams International in internal and external engagements.
- Collaborate with local Ministry of Health (MoH) for ethics approvals for all surveys.
Other duties:
- Additional duties as assigned.

Qualifications, Skills and Experience:
- Bachelor’s degree in Statistics, Demography, or related fields is required.
- Master’s degree in Monitoring and Evaluation, Data Science, Public Health, or related field is a preferred advantage.
- At least 5-7 years of experience with monitoring and evaluation systems in a humanitarian or development context at national or sub-national level required, preferably in a health program.
- Proven experience in leading a team and building MEAL technical capacity of direct reports and colleagues is required.
- Experience developing and leading a country or regional level organizational MEAL strategy.
- Proven experience in statistical analysis of public health data and using primary and secondary data sources to inform strategy development, program learning, needs assessments, and service delivery improvement across a program.
- Experience with designing and implementing electronic systems for data collection, management, and reporting (e.g. Kobo, CommCare, DHIS2, PIRS, HIS etc.)
- Design of project data dashboards and data visualization products which support program monitoring, learning and adaptation.
- Skills in IT, databases, statistical software, and analysis, particularly in areas related to monitoring and evaluation.
- Sound theoretical knowledge and demonstrated skills of monitoring and evaluation systems including quantitative and qualitative data.
- Knowledge of project cycle management
- Knowledge of Core Humanitarian Standards and SPHERE standards
- Knowledge of quantitative and qualitative survey methods
- Knowledge of evaluation methodologies
- Knowledge of digital data collection systems
- Familiarity with grant management and institutional donor requirements related to proposals and reporting.
- Skilled at building and maintaining a high functioning, high performing team.
- Strong analytical skills and the ability to interpret data and produce clear and concise reports for internal and external audiences.
- Excellent verbal and written communication skills

- Professional working proficiency in English
- Strong computer literacy skills in word processing, spreadsheets, data collection software, data analysis software and presentations
