The Global Energy Transformation Programme (GET.transform):
GET.transform is a concerted European multi-donor instrument under the broader Global Energy Transformation Programme (GET.pro) implemented by GIZ, supporting public-sector actors in advancing energy transitions with a focus on power system transformation. The instrument is funded by European Union, Germany, Sweden, Norway, Netherlands, and Austria.
In Uganda, GET.transform through the GIZ Energy & Climate Programme, is partnering with Ministry of Energy and Mineral Development (MEMD) and the Electricity regulatory Authority (ERA) to improve the energy sector enabling environment by developing bankable policy and regulatory frameworks that enable successful scale up of renewable energy access projects with strong focus on private sector investments.
Job Summary: GIZ is recruiting a Junior Technical Advisor to support in the implementation of its programme.
Key Duties and Responsibilities:
The Junior Technical Advisor is responsible for:
- Supporting the implementation of all GET.transform project activities in close cooperation with its national partners in the energy sector.
- Organizing and supporting all technical interventions in Uganda.
- Critical stakeholder engagement and management
- Support the planning, preparation and logistical set up of missions, workshops, meetings, and events.
- Support all administrative tasks of the project in line with GIZ internal principles, best practices, rules, and guidelines.
- Knowledge management for all GET.transform project activities including but not limited to documentation of reports, etc.
- External and internal representation of the GET.transform project within the GIZ Energy and Climate cluster and the energy sector.
- Specific Tasks
- Provide regular updates on key energy sector developments in Uganda’s energy sector.
- Work closely with all GIZ Energy and Climate cluster portfolio projects to leverage various project synergies.
- Keep track of key policy and regulatory documents and processes in liaison with public actors (MEMD & ERA).
- Draft project concepts and work plans in liaison with the public actors.
- Reports frequently to the public actors (MEMD & ERA) on progress of project activities.
- Supports new GET.pro related projects establish in Uganda and ensuring alignment with GET.transform and the energy cluster.
- Provide technical input to the development of work packages including project reports and other key documents.
- Other duties/additional tasks
- Performs other duties as may be assigned.
Qualifications, Skills and Experience:
- Bachelor’s degree in economics, engineering, or any other related field. A masters in renewable energy, regulation, energy economics or related field is an added advantage.
- Minimum of 3 years working experience, including at least 3 years of experience working closely with public energy sector actors to develop bankable policy and regulatory instruments.
- Excellent research, writing and reporting skills, with strong attention to detail.
- Strong analytical and organizational skills, with particular emphasis on policy and regulation formulation.
- Familiarity with the Uganda energy sector landscape and all key sector stakeholders.
- Strong understanding of energy sector regulation and legal framework for renewable energy projects in Uganda.
- Strong understanding of energy access initiatives in Uganda
- Strong understanding of renewable energy auctions and approaches.
- Experience with public private partnership modalities/approaches.
