Exim Bank (Uganda) (EBU), commonly known as Exim Bank, is a commercial bank in Uganda. It is one of the commercial banks licensed by the Bank of Uganda (BOU), the central bank and national banking regulator.
Job Summary: The Head of Risk will provide leadership around the development and management of the bank’s risk framework, risk appetite and selection of its risk management and mitigation tools and techniques to enable a holistic perspective and analysis of the measurement and management of the bank’s financial and nonfinancial risks in line with the Bank standards.
Key Duties and Responsibilities:
Strategic Risk Management
- In conjunction with Management, formulate a comprehensive risk strategy and implementation plan.
- Oversee the creation and revision of clearly defined policies that establish principles, commitment to and management of financial and non-financial risks in coordination with other unit heads.
- Monitor co-ordination with Project Owners/Managers to ensure proper implementation of risk management requirements. Ensure risk issues are appropriately identified and resolved / escalated.
- Provide thought leadership to challenge, inspire, and develop the bank’s overall risk management capability.
- Plan, design, and implement the bank’s Enterprise Risk Management framework (ERMF) in line with the Bank requirements and regulatory frameworks.
- Initiate and take effective measures for the readiness of the bank for Basel II / III compliance.
- Establish and quantify the bank’s risk appetite, i.e. the level of risk the bank is prepared to accept.
- Identify appropriate risk management and mitigation tools and techniques.
- Assist in the establishment of a limits structure for the bank to manage the risk concentration.
- In liaison with the department heads, review the bank processes and procedures. Oversee the development and review of the Business Unit specific policies and standards as required, in liaison with Department Heads.
- Ensure that there are adequate resources for the risk function in terms of number, quality, and skills to assess the risks.
- Build and maintain a risk management team that operates consistently and is recognized internally and externally as amongst the best in the market.
- In conjunction with management, conduct timely and comprehensive reviews of the ERM framework and ensure it is aligned to the Bank’s wider strategic goals and objectives.
- Ensure periodic review of stress testing framework to ensure its continuous relevance for the Bank and ensure that stress test results are presented to risk committees (Management and Board).
Operational Risk Oversight.
- In conjunction with unit heads, maintain close oversight of operational risks (people, processes, and systems) and ensure they are working optimally.
- Review of policies and procedures making recommendations for improvement.
- Ensure optimized resourcing and capacity planning.
- Ensure risk team is performing to expectations and identify skills development and training opportunities to address performance gaps.
- Identify opportunities and work with IT to monitor and enhance process and system efficiencies and effectiveness.
- Ensure that issues raised to risk department are responded to in a maximum of 2 working days.
- In conjunction with unit heads, ensure that key risk indicators (KRIS) are developed, measured, monitored and results reported to appropriate risk committees.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s Degree in any business field such as Finance, Business Administration, Economics, Accounting etc.
- Minimum 10 years’ experience in banking out of which 5 must be at a supervisory role specifically in risk management.
