Job Summary: The scope of the role referred to as Compliance covers Conduct, Financial Crime and Data Privacy Protection and Regulatory Affairs.
- To lead the Country Compliance function providing strategic direction and focus.
- Responsible for the implementation and maintenance of a “fit-for-purpose” operational framework to address all elements which fall under the scope of Compliance.
- To support business in the effective management of Conduct/ / Financial Crime and Privacy risks.
- To ensure that Compliance resources are always sufficient and capable to deliver on all key elements.
- To assist in the effective management of key Country regulatory relationships.
- To ensure that appropriate policies and procedures are in place and embedded to meet Group and local regulatory requirements.
- To ensure that the business has an effective program for raising awareness of relevant issues relating to Compliance, and relevant training program to support this.
Key Duties and Responsibilities:
Accountability: Strategy Formulation & Execution (15%)
- Contributes to the Absa Bank Uganda strategy formulation to ensure that the bank achieves its short-term, medium-term, and long-term goals in relation to Compliance and Financial Crime management
- Formulates the function objectives in alignment to the overall Bank’s goals and in collaboration with the country management committee.
- Monitors team and individual execution against agreed targets and key performance indicators
- Owns the financial planning cycle for the Compliance function and management all costs within the unit.
Accountability: Compliance Operating Framework (40%)
- Establish and implement a consistent operating framework for the identification, management, monitoring and reporting of Compliance risks and issues.
- Responsible for ensuring that the operating framework is embedded consistently in country to meet internal and statuary requirements.
- Establish close working relationships with business other business heads to ensure support for Compliance framework.
- Ensure that activities and duties are carried out in full compliance within regulatory requirements, Enterprise-Wide Risk Management Framework and internal Absa Policies and Policy Standards.
- Keep up to date on all regulatory changes and have the ability to articulate the impact to the Business, be well informed on the industry thinking.
- Establish a framework of on-going monitoring of the business through stakeholder engagement, compilation and assessment of management information, and tracking and analysis of issues.
- Put in place an Approved annual plan for Compliance Assurance, review the coverage plan, the scope of each review, and conclusions and final report of each review. Assess the overall testing coverage on regulatory risk for the business and address deficiencies.
- Responsible for establishing and embedding ethical culture, the Absa Way
- Responsible for developing and roll-out of Compliance policies and standards
Accountability: Stakeholder management (15%)
- Liaise with senior executive stakeholders and stakeholder groups
- Actively drive a stakeholder management plan for all compliance and regulatory matters affecting the business.
- Position and communicate compliance policies, requirements and initiatives with the relevant stakeholders.
- Be the point of entry for interactions with each regulator regarding the business
- Partner with the country management committee and their leadership teams in the design and delivery of their respective compliance agendas.
Accountability: Advise, Guidance and Reporting (15%)
- Deliver valued advice and guidance to management on all Compliance issues.
- Deliver an appropriate review mechanism to assess reputational risk before it is assumed.
- Keep the Management team and Regional Head Compliance and other Executives informed on Compliance matters which may pose financial or reputational risks for the business.
- Be a key role player in the establishment of the Bank’s appetite for compliance and implement a framework of supporting controls.
- Actively engage across all business lines in terms of compliance risk through various forums (ARO Governance Committees, Board Risk Committee, Board Audit Committee, Executive Risk Committee and Country Management Committee) and individual meetings in order to ensure benchmarking and sharing best practices in support of the Bank’s control environment.
- Provide reports on productivity and agreed performance indicators to senior management on a regular basis.
Accountability: Team Leadership (15%)
- Establish a highly motivated Compliance team.
- Set challenging and stretching objectives and ensure effective performance management, development and succession planning.
- Inspire and drive high performance in individuals and in the team.
- Act as a role model and drive proactive application of Absa Guiding Principles throughout the team including establishment of common goals and objectives.
- Equip team leaders to deliver a high-performance culture.
- Develop Team Members taking opportunity of both internal and external trainings as well as long term and short-term assignments.
Qualifications, Skills and Experience:
- The ideal candidate must hold a Bachelor’s degree in accountancy, legal or related field
- A master’s degree in business will be an added advantage.
- A professional qualification an added advantage
- Preferred Experience
- A minimum of 10 years working experience
- At least 5 years working experience at a Senior Executive level in Compliance or Operational Risk preferably including a combination of banking, regulatory, consultancy/professional.
- Knowledge and Skills
- In depth knowledge of regulatory requirements and a regulatory environment.
- Expert knowledge of compliance frameworks, anti-money laundering and counter-terrorism financing, ethical codes, sanctions.
- Ability to communicate effectively, orally and in writing, with senior internal and external audiences – to educate, persuade, negotiate, gain decisions, enforce.
- Good understanding of current and anticipated regulatory requirements in Uganda and the respective supervisory expectations.
- Good understanding of global standards of best practice and shared objectives in the role of the financial system in tackling money laundering, terrorist financing, proceeds of crime and other financial crime.
- The strength of character, credibility and personal presence and the communication skills to operate confidently and effectively at the most senior levels both internally and externally.
- Strong leadership skills with a proven track record of success in leading a high-performance team.
