Job Summary: The Assistant PEAL Officer – Planning and Design, is part of the PEAL team and supports the organization’s fundraising efforts, while ensuring that program plans and designs are effective and aligned with strategic objectives. The incumbent is works with the PEAL officer and the program teams in undertaking planning and design of compelling and marketable fundraising documents, including proposals, concepts, and appeals, grant applications, and project documents. Additionally, they ensure that program plans and designs are effective, scalable, and aligned with the organization’s overall strategic plan. The role requires good experience in monitoring and evaluation methodologies, stakeholder analysis and engagement, cross-departmental collaboration, program performance tracking, and improvements. The assistant PEAL Officer is a strategic thinker with technical expertise, and strong collaboration skills to support success in program planning and design, resource mobilization, and overall growth. They demonstrate leadership skills, are passionate about nurturing and protecting children to learn, grow, and thrive, value relationships, and are result-oriented. He/she has some experience with the use and setup of technology applications like Salesforce, Monday.com, the Google Suite, and other statistical/M&E applications like ODK, SurveyCTO, PowerBI, Google Data Studio, and related tools.
Key Duties and Responsibilities:
Planning and Design:
- Participates in the planning and design of project and compelling fundraising documents, including proposals, concepts and appeals, grant applications, and project designs.
- Supports in ensuring fundraising documents align with donor demands, selection criteria, and the organization’s strategic objectives.
- Collaborate with internal stakeholders to develop effective, scalable program plans aligned with the organization’s overall strategic plan.
- Works with the PEAL team and Program staff in ensuring high-quality and scalable program designs suitable for achieving the organization’s strategic goals and objectives.
- Understand data and has capacity to utilize in the design and documentation of evidence-based programs and fundraising documents/materials.
- Participates in formulation of project budgets and allocate resources to maximize impact.
- Participate in resource mobilization efforts, including grant writing, donor cultivation, and fundraising campaigns.
- Values relationships with fellow staff, stakeholders, program participants and donors, fostering positive partnerships and collaborations to further the organization’s mission.
Evaluation, Learning and Accountability
- Stay updated on monitoring and evaluation best practices and incorporate new methodologies and tools for resource mobilization, fundraising, and reporting.
- Refine program strategies based on data insights and feedback from the field to achieve better outcomes, and incorporate into fundraising proposals and documents.
- Design innovative practices to enhance the effectiveness and efficiency of monitoring and evaluation procedures and project management.
- Promote a culture of quality programming by emphasizing all aspects of PEAL (Planning, Evaluation, Accountability and Learning) within the organization.
- Ensure performance management within the organization, which includes setting performance expectations, providing feedback, conducting evaluations, and identifying training needs.
- Monitor and analyze program performance metrics to enhance overall effectiveness.
- Maintain a results-oriented approach by setting clear objectives and targets for measurement.
Others
- Ensure that program plans and designs are effective, scalable, and aligned with the organization’s overall strategic plan.
- Build strong relationships with major stakeholders and donors to advance the organizational priorities on expansion plans like replication.
- Encourage a culture of learning, sharing, and continuous improvement to enhance organizational efficiency and effectiveness as the program scales.
- Provide training and support to staff members on project planning and management, grants mobilization and the use of technology applications and tools for program planning, monitoring, and evaluation.
- Other responsibilities and duties as required by the line manager.
Qualifications, Skills and Experience:
- The applicant must hold a university degree in Statistics, Monitoring and Evaluation, Development Economics, Quantitative Economics and Population Studies or related.
- Master’s in Monitoring and Evaluation or Management Sciences or Economics or related is added advantage.
- At least three years of experience in practicing Monitoring & Evaluation in the development sector
- One year of experience with knowledge of program planning and design for fundraising purposes.
- Has knowledge in planning and designing resource and fundraising documents, including proficiency in Microsoft and Google data management tools.
- Good experience in monitoring and evaluation, with technical skills in results-based monitoring, data quality assurance, and staff capacity building.
- Understands monitoring and evaluation methodologies, project cycle management, and interpretation of Theories of Change.
- Knowledgeable in mainstreaming gender and diversity, child protection, caring for the elderly, ethics, and stakeholder engagement.
- Possesses organizational, communication, teamwork, and leadership roles.
- Flexible and adaptable, with a commitment to the organization’s mission and values.
- Skilled in program performance tracking, budgeting and performance management.
- Excellent written and verbal communication, and project management abilities
- Ability to work under pressure and meet deadlines.
