About the Role: GOAL is currently seeking to hire a motivated and proactive individual to serve as Assistant Financial Controller joining our team in Kampala under the Young Africa Works Markets for Youth Programme. In this role, you will be assisting the Financial Controller in managing the finance department’s operations, oversee daily financial management activities and provide guidance to the Finance Team. Qualifications, Skills and Experience: To be successful in this role, you will need:
Essential Criteria
- Qualified CPA (U), ACA, ACCA or CIMA.
- Minimum of 5 years post-professional Qualification experience.
- Previous experience as head of finance within an International NGO, and/or leading large consortium (Single project worth USD 10M and above).
- Advanced Microsoft Excel skills (VBA, Power Query).
- Demonstrated experience in budget preparation, monitoring, and management.
Desirable Criteria
- Advanced university degree in Business and/or Accounting with a recognized institution.
- External and/or Internal Audit experience preferable.
- Ability and willingness to produce financial information in a format that non-technical staff can understand.
- Excellent communication skills including budget and report writing experience.
- Strong analytical and conceptual skills, with particular emphasis on planning, working to tight deadlines, providing training, facilitating capacity building, and supervising team activities.
- Team leader experience essential; proven staff management skills including on-the-job training and systems development.
- Good team player, flexible, tolerant, committed, and capable of working within a multinational and multicultural team.
- Experience in using Sage accounting system.
- Experience in using SQL Server, Power BI, or any other equivalent analytics and reporting tool.
- Experience in dealing with donors such as the MasterCard Foundation, USAID, Charity: Water and other Foundations.
Key Duties and Responsibilities:
Supervision of GOAL Uganda Finance Team
- Provide day-to-day supervision of the finance team.
- Collaborate with the Financial Controller (FC) to define and communicate team member responsibilities, ensuring adherence.
- Conduct regular meetings with team members to monitor progress.
- Facilitate Quarterly Grow with GOAL (Performance Management) reviews, document findings, and share them with the FC and HR for filing.
- Develop individual personnel development plans for team members and ensure implementation.
- Manage annual and study leave requests to maintain the finance team’s operational continuity.
- Address disciplinary or personnel issues within the team as necessary.
- Provide support from the Kampala Finance Team to the Field Office Finance Teams.
Financial Management within GOAL Uganda
- Assist FC in the day-to-day financial management activities including financial reporting to facilitate on-time reporting to Donors and Dublin HQ
- Coordinate Monthly, Quarterly, Semi-annual, and Annual management accounts completion Process.
- Coordinate with Dublin HQ on Funds Request and local banks on Currency Contracts in the absence of FC.
- Advise GOAL Uganda Management Team on Compliance and Tax Related Matters.
Assist with Donor Proposals, donor budgets, reporting and Grant Management
- Assist the FC with the preparation of financial aspects of Donor Proposals.
- Coordinate the preparation of financial aspects of Donor Reports.
- Alert the FC, Budget Holders and Coordinators any upcoming deadlines.
- Provide Technical Support on Donor budgets, Donor reporting, Guidelines & Regulations to GOAL Uganda Management Team.
- Responsible for understanding grants compliance requirements, working with the systems team and country management teams in ensuring these are properly implemented and adhered to.
Lead Annual Statutory Audit and Project Specific Audits
- Facilitate timely completion of the Annual Statutory Audit and Financial Statements.
- Facilitate timely completion of Specific Project Audits.
- Prepare and/or Contribute to any other statutory audits or reports as required from time to time.
Oversee Partners Financial Management
- Review of consortia partners’ reports to ensure they are in line with the approved budget and donor prior to disbursement of funds.
- Coordinating quarterly disburse of funds and any amendments to contracts to the finance partners.
- Lead the Consortia and Downstream Partners Due diligences and Financial Assessments.
- Completing verification checks on partner expenditure per their finance reports.
- Timely updating of grants disbursements tracker.
- Handling of queries relating to financial management raised by the implementing consortia partners.
- Review of consortia partners’ reports to ensure they are in line with the approved budget and donor prior to disbursement of funds; and following up on any queries before forwarding to FC for approval.
- Coordinating quarterly disbursement of funds and any amendments to contracts for all partners.
- Completing verification checks on partner expenditure per their finance reports.
- Handling of queries relating to financial management raised by the implementing consortia partners.
Other Duties as required by Management.

General description of the country programme:

GOAL Uganda has a skilled team of approximately 100 personnel and manages an annual operating budget of approximately €8.7 million (2018).
