Background:
United Nations Office on Drugs and Crime (UNODC) is the Office of the UN Secretariat mandated to assist Member States in countering and preventing illicit drugs, crime, corruption, and terrorism As part of its efforts to support Criminal Justice reform in Uganda, UNODC is collaborating with the criminal justice institutions in Uganda to strengthen e-justice systems under its programme of Strengthening Crime Prevention and Criminal Justice in Uganda. Whereas systems integration and the resultant benefits associated with data and information sharing are well appreciated with JLOS institutions, the challenge has been how the above goals can be achieved in a complex criminal justice system defined by multiple stakeholders and dynamic business processes. The establishment of the JLOS Integrated Information Systems Committee (JIISC) in 2018 set the stage for the integration agenda in the Government of Uganda’s access to justice environment by demanding as its first order of business – the development of systems integration framework and plan of action for its implementation. The bedrock of systems integration in Uganda’s criminal justice system rests on the ability to exchange core data required in support of business operations and decision-making. It is core data that is most leveraged by JLOS institutions to identify parties in cases and capture a record of events of interest. Core data includes but is not limited to biometric identifiers of suspects; file indexes and other unique case identifiers; criminal history and antecedents; status of criminal case files; records of significant events; and demographic and numerical identifiers of parties. Limited availability and quality of core data affect the inefficiency and ineffectiveness of the justice system through unnecessary delays in the processing of cases, uninformed decision-making – all at a considerably high human and monetary cost, corruption, etc. Therefore, timely processing and access to core data is critical for the efficiency and effectiveness of Uganda’s criminal justice system. It is against this background that JLOS requires data and information exchange protocols to set the stage for timely and accurate automated/digital exchange of data by JLOS institutions with a stake in criminal justice service delivery. The data and information exchange protocols will contribute to data-driven decision-making by law enforcement (Uganda Police), Prosecutors (ODPP); judicial officers (Courts of Judicature); corrections officers (Uganda Prisons); defense lawyers; and probation officers; improved access (in real-time) to criminal justice information for criminal justice institutions and the public; more rapid and accurate identification of criminal suspects; more timely and proactive notification of key events and incidents of interest; and faster processing of cases 2. Purpose of the assignment: The consultant is tasked to facilitate the development of data and information-sharing protocols required to facilitate crime case management in core criminal justice institutions.
Specific tasks to be performed by the consultant: Under the overall supervision of the UNODC Head of Office in Uganda and direct supervision by the programme officer , the consultant will be responsible for the following set of activities as required:
- Identification of data that is needed/required for crime case management business goals and how it can be discovered/found by those who require it.
- Identification, description, and mapping of data that is exchanged across institutional boundaries in the criminal justice system); and
- Development of mechanisms for criminal justice institutions to streamline data-sharing mechanisms that ultimately drive efficiency, productivity and reduce the cost of providing justice services.
Result of Service
- An Inception Report with a detailed plan of action for the development of data and information exchange protocols.
- A Situation analysis report with an assessment of the data and information exchange landscape in crime case management.
- Develop Data and information-sharing protocols that facilitate effective crime case management in the JLOS criminal justice chain.
Qualifications, Skills and Experience:
- The applicant must hold an Advanced University Degree (Master’s degree Or equivalent )in computer science, Information Systems or other related scientific or technical disciplines is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- At least ten years of professional experience in developing, implementing, managing, and overseeing e-governance projects involving: data governance, enterprise architectures, business process engineering, system design, and systems integration is required
- Specific experience in designing enterprise information architectures as well as managing/implementing IT projects for public sector institutions is required
- Professional experience in the design and development of integrated information systems based on an interoperability framework for data and information exchange is desirable
- Proven working experience in the design of enterprise criminal case management systems in Uganda’s Justice, Law, and Order Sector – specifically in the core criminal justice chain (Police, ODPP, Judiciary and Prisons is desirable.
- Languages: fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage
