Project Background:
Plan International and Stromme Foundation are implementing a four-year (2022-2025) Quality and Inclusive Education project called “Reaching and Enrolling OOSC Including Refugee Boys and Girls in Schools” (RISING) in Uganda. The overall goal of the project is to contribute to the enrolment in school of 100,000 Out-Of-School Children (OOSC), especially girls, in marginalized and refugee communities in nine districts of Uganda, to realize their rights to a safe, inclusive, child-friendly, gender-responsive, quality primary education.
The RISING project funded by EAC is implemented by Plan International as the (Lead Partner), and Stromme Foundation represented by Stromme Foundation East Africa and its partners; Rural Initiative for Community Empowerment (RICE) West Nile and Community Empowerment for Rural Development, CEFORD —all in West Nile regions of Uganda.
The RISING Project’s goal of contributing to the enrollment of 100,000 Out-Of-School Children (OOSC), especially girls, in marginalized and refugee communities in nine districts of Uganda in school and that they realize their rights to a safe, inclusive, child-friendly, gender-responsive, quality primary education, will be achieved through three interlinked strands/outcomes:
- Improved confidence and agency of children, especially girls and refugees, and their families to address barriers to education
- Enhanced provision of safe, inclusive, gender-responsive, quality learning environment for out of school children, especially girls and refugees
- Strengthened school and district management and governance systems to support the identification, enrolment and retention of out of school, marginalized and at-risk children, especially girls and refugees.
Objective
The objective of forensic audit for this construction project is to put in place a review process to ensure that:
- All the buildings are constructed in line with the technical specifications agreed as per the signed contract.
- The construction workplan/phases have been adhered to by the contractor as per the signed contract.
- Percentage of work done is accurately measured by the relevant parties.
- All payments for the constructions have been made after a completion certificate is approved by an authorised person.
Scope of Forensic audit
The scope of forensic audit includes the following and any additional area that the appointed person might consider necessary during the review:
- Review all construction contracts, Terms of references, workplans & technical drawings, and appendices.
- All the meeting minutes held with different stakeholders relating to the construction project.
- Roles and responsibilities of different stakeholders (Stromme Foundation, Plan International, Contractors and the District Officials.
- Review all the invoices, payment requests, completion certificate and payment vouchers.
- Understand the processes involved in approving the completion certificates.
Required qualification of the consultant
- Professional Accountant with minimum of 10 years of post-qualification professional work experience including demonstrated practical experience in the field of investigation and forensic audit. The successful person should be able to apply special skills in contracts management (specifically for construction projects), financial processes, procurement. Certification from Association of Certified Fraud Examiner id preferable.
