The Microfinance Support Centre Ltd (MSC) is a Government- owned institution incorporated in 2001 with a mandate to offer affordable credit and business development services to its target clientele. It is part of GOU’s effort to promote access to affordable financial services for increased employment and wealth.

 

MSC offers affordable credit through its network of 13 regional offices spread throughout the country as well as through its networks of over 160 Agency SACCOs.

 

Job Summary: The Senior Legal Officer will be tasked with providing prompt and accurate legal advisory services to all departments of the company to ensure effective management of related risks embedded within the operations and functions of the company.

 

Key Duties and Responsibilities:

 

  • Provide informed Legal Opinions to management

 

  • Support the Company’s Contractual process to ensure that the Company’s interest is adequately prompted and protected and that all contractual engagements comply with relevant laws.

 

  • Perform legal due diligence on loan files/facilities before approving and disbursement of loan funds.

 

  • Support the Manager Legal Services in providing efficient, economical and effective management of the company’s recovery of the non-performing loans.

 

  • Support management in identifying emerging legal risks, mitigates and setting performance measures in respect to the external service providers (Auctioneers, Lawyers, Court Bailiffs etc)

 

  • Support in the provision of the processes of legal due diligence, Perfection, Safe Custody and Release of Securities

 

  • To undertake regular legal compliance reviews of statutory laws and regulations applicable to the company operations and ensure compliance therewith.

 

  • Experience gained from medium to large corporate organisations is a unique advantage

 

  • Provide Court Representation on behalf of the Company in Courts of Law

 

  • Perform any other duties assigned by the Company Secretary or Manager of Legal Services.

 

Key Result Areas:

 

  • Legal reviews and draft contracts/documentation of company loan facilities

 

  • Perform company due diligence/obligations

 

  • Support the timely recovery of non-performing portfolio

 

  • Company legal representation in courts of law

 

Qualifications, Skills and Experience:

 

  • Honours degree in Law from a recognized University/Institution.

 

  • Master’s degree in Law, Business Administration, Public Administration,  Finance, Banking, or any other related field from a recognized University/Institution is an added advantage.

 

  • Must be an advocate of the High Court of Uganda with a valid practising certificate

 

  • Possession of a professional qualification or membership to ISCA is an added advantage

 

  • Six (06) years of progressive working experience in legal practice with corporate entity or public sector of which 3 years of related work experience attained at a supervisory level in a reputable organization.

 

  • Experience and training in analysing, diagnosing problems / pointing out deficiencies, and recommending appropriate corrective actions is desired.

 

  • Possession of relevant computer skills is a must.
