About Project:
The Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria has supported Uganda’s fight against the HIV, Tuberculosis and Malaria epidemics since 2002. The Global Fund grants support priority areas in the National Strategic Plans for HIV, Tuberculosis and Malaria and National priorities of building resilient Health and community systems for delivery of quality services. In this context, PACE is awarded a Sub-Recipient (SR) role for the Global Fund Grant Cycle 7 that will commence April 2024. The core function of a Sub-Recipient is to lead the implementation of activities supported by Global Fund. The scope of work of a Sub Recipient includes coordination and implementation of program activities, managing sub-grantees (Sub-Sub-Recipients), managing and being accountable for grant funds, and reporting on the grants’ programmatic and financial results during implementation. PACE reports to TASO directly on periodic performance of grants. TASO is responsible for overseeing the performance of grant implementation by the SRs in conjunction with the District local Government where activities are implemented. PACE is required to coordinate in such a way that the district and the communities lead the implementation process so that there is ownership and sustainability.
Key Duties and Responsibilities:
- Implement and account for project activities that contribute to the achievements of the UMRSP indicators across the districts following donor contract obligations and PACE policies.
- Develop monthly, quarterly, and annual work plans, budgets and procurement plans and monitor budget expenditures against work plan for the projects.
- Implement advocacy, Human Rights and gender malaria related approaches, Public Relations, and partnerships development activities for effective achievement of project objectives.
- Work and plan with the districts on the implementation of the project activities. Share monthly and quarterly, Reports annual work plans with the districts.
- Prepare monthly, quarterly, and annual donor reports and Account for all project activities undertaken according to the donor contract obligation and PACE policies.
- Build capacity (training, mentoring, and coaching) of implementing partners to execute PACE projects.
- Implement risk management and compliance activities to mitigate operational and financial risks.
- Document and share best practices as agreed upon with Donor and PACE.
- Ensure quality assurance and knowledge management of all activities in accordance to Global fund guidelines and PACE policies.
- Distribute, track, and reconcile commodities and IEC materials in the district in line with the supply chain management procedures.
- Plan forecast order, distribute and account for all project commodities and related materials to be distributed during project implementation.
- Maintain crucial project documents which track project progress, file all project documents in an appropriate database and ensure that all documents are accurate.
- Regularly meet with the project coordinator and the entire team to review progress and to discuss future steps.
- Provide input for innovation and development of new resource planning tool and resourcing process.
Key Performance Indicators:
- Work-plan developed, implemented on schedule, and monitored.
- Budget not overspent or underspent.
- Effective and efficient implementation and accountability of activities.
- Partners and stakeholders demonstrate competence in executing PACE projects.
- Compliance to donor guidelines, PACE policies and standards in implementation of project activities.
- Success stories documented, and best practices utilized.
- Achievement of set targets and contribution to achievement of malaria indicators within the district as well as 100% reconciliation and evaluation of reports achieved.
- Increased visibility of PACE within the assigned districts
Qualifications, Skills and Experience:
- The applicant must hold a Degree in Development Studies, community Psychology, Social Sciences, Social Administration, and related competences.
- Additional training in Project Planning and Management is an added advantage.
- A minimum of four years’ experience working with rural communities, local partners including local government.

Desired Competencies.
- Strong understanding of health services, preferably understanding of the UMRSP objectives and indicators, community health system strengthening, Human Rights Gender and equity in Malaria programming, public and private health sector and CBOs in Uganda.
- Knowledge of local language and scope of the above assignment will be an added advantage.
- Ability to work independently with minimal support, as well as in a team environment.
- Demonstrated ability to work with various partners including Local governments, CBOs and other NGOs.
- Excellent community mobilization skills
- Good report writing and presentation skills coupled with good knowledge of MS Office programs including Word, Excel and power point.
- Excellent communication skills, including experience of communicating effectively across cultures and with diverse audiences, both verbally and in writing excellent critical and creative thinking and analytical skills.
- Strong problem solving and analytical skills and focus on quality of work.
