Baylor College of Medicine Children’s Foundation -Uganda (Baylor-Uganda) is an indigenous not-for-profit child health and development organisation affiliated to the Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI), a Network of paediatric HIV/AIDS care and treatment Children’s Clinical Centres of Excellence and international program offices in 11 countries across Africa and Eastern Europe.
Job Summary: The M&E Manager will lead the review, monitoring and participate in the implementation of M&E management systems and guidelines for measuring and tracking global health security program performance and impact. He/She will manage the utilization of data and information in line with project/ donor and Baylor Uganda Strategies.
Key Duties and Responsibilities:
M&E Strategies, plans and activities.
- Participate in the development of annual operation work plan(s) and monitoring frameworks at the project level and in supported ministries, departments and agencies/regions/districts.
- Prepare and update evaluation and Performance Monitoring Plan (ePMP) to track project performance in line with set targets.
- Support the implementation of International Health Regulations M&E Framework at the national and sub-national level
Implementation of a result-based monitoring and evaluation system
- Develop a system to monitor data capturing & cleaning process
- Conduct a data validation and statistical analysis of the information collected from the supported facilities to support project activities and research studies in the region.
- Develop performance monitoring tools to track project indicators.
- Develop and review MIS specifications for projects and monitor the functionality of different information portals.
- Monitor the implementation of project guidelines for data utilization and feedback mechanisms internally and externally including periodic performance review meetings
Filing and Records
- Periodically verify filing, storage and retrieval systems of program reports to enhance compliance
- Give feedback to the M&E officers as per the identified areas of concern.
Project Monitoring and Evaluation
- Coordinate monthly, quarterly, semi-annual and annual performance review meetings as per the ePMP in line with the set objectives.
- Participate and monitor the procurement and distribution process of all data collection tools for the designated areas.
Data Management and Analysis
- Ensure/promote quality data management practices.
- Conduct routine analysis of program data and inform management of trends and Key areas of improvements.
- Monitor the integration of various program activities into GOU planning and budgeting in line established financial guidelines.
- Monitor the utilization of both qualitative and quantitative data.
Reporting and Learning
- Prepare periodic M&E reports with appropriate recommendations on identified project results as per the set performance indicators (monthly, quarterly, semi-annual and annual).
- Provide feedback to the project implementers in lessons learnt meetings/CMEs/ review meetings and other foras in line with M&E reporting guidelines of MoH and Baylor Uganda.
- Present findings from the qualitative and quantitative data collected to the relevant stakeholders/participants accordingly.
- Coordinate documentation and publishing of best practices.
Team Leadership & Development
- Provide orientation to new staff and training to Baylor project implementers in relation to ePMP development and its utilization including M & E periodic feedback data.
- Appraise, Coach and mentor M&E coordinators and officers.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in statistics, Demography or Quantitative Economics or related field.
- A Master degree in Statistics or Quantitative Economics or any other related field is an added advantage.
- Six years of work experience in M&E, at least 2 years of them a senior M&E role with evidence of application of quantitative and qualitative M&E methods with a reputable International or local NGO.
- Experience in GHSA monitoring and evaluation including JEE.
