About US:

The Petroleum Authority of Uganda (PAU) is a statutory body established under Section 9 of the Petroleum (Exploration, Development and Production Act 2013, and in line with the National Oil and Gas Policy for Uganda which was approved in 2008. The PAU’s mandate is to monitor and regulate the exploration, development and production, together with the refining, gas conversion, transportation and storage of petroleum in Uganda. This includes ensuring that petroleum operations in Uganda are carried out in accordance with the relevant laws, regulations, guidelines, statutes and in line with international best practice for the petroleum industry.

 

Job Summary: The Legal Officer will advise and manage legal risks that arise because of the PAU undertaking its Statutory mandate of a Regulator in the Oil and Gas industry, including legal representation in Courts of Law, legal compliance, and legal advice on various issues that may arise.

 

Key Duties and Responsibilities:

  • Provide legal advice to the PAU on issues arising or related to the PAU operations.
  • Draft contracts for the PAU and ensure that the contracts are in compliance with the laws.
  • Participate in negotiation of all agreements in which PAU has interest
  • Represent and defend the PAU in Courts of Law and Tribunals
  • Liaise with external counsel and ensure effective representation of the PAU by external legal counsel.
  • Review the existing Legal and Regulatory framework and identify areas that need amendment.
  • Support the development and implementation of relevant policies, processes, and procedures to achieve the PAU’s strategic aims.
  • Conduct legal due diligence and risk assessment to determine whether the PAU’s policies and procedures are compliant with the law.
  • Research and evaluate different legal risk factors regarding the PAU’s operations
  • Apply effective risk management techniques and offer proactive advice on potential legal issues.
  • Monitoring and updating staff on any legal and policy changes
  • Aid in the development and implementation of the Department work plans and budget.





Qualifications, Skills and Experience:

  • A Bachelor’s Degree (Hons) in Law from an internationally recognized institution.
  • A Postgraduate diploma in legal practice from the Law Development Centre (LDC) or its equivalent.
  • Enrolled as an Advocate of the High Court of Uganda
  • Three (3) years of relevant work experience
  • Excellent Leadership Skills
  • Strong Analytical and Report Writing Skills
  • Very good Interpersonal Skills
  • Excellent Stakeholder Management Skills
  • Strong Negotiation Skills
  • Good Communication Skills
