Job Summary: Bixal seeks a Health Management Information Systems Lead for a USAID/Uganda Strategic Information Activity. This program will provide data and other evidence to support the Office of Health and HIV (OHH) and Orphans and Vulnerable Children (OVC) program planning, monitoring, and reporting for improved program management.
The ideal candidate is a solution-oriented health management information systems expert with at least 8 years of experience working on complex health databases and information systems.
The Health Management Information Systems Lead will supervise initiatives to enhance governance, data management, and analysis for OVCMIS/CWBMIS, including overseeing Standard Operating Procedures updates and integrating PEPFAR indicators, while also ensuring accurate data usage and distribution in collaboration with the Ministry of Gender, Labour, and Social Development. The incumbent will also liaise with inter-agency colleagues and the Government of Uganda on the DHIS2.
Key Duties and Responsibilities:
- Support the HMIS work within the portfolio, including DHIS2 support, inter-agency reporting systems and OVCMIS support and accessibility.
- Supervise a team to assist in data management processes to ensure accuracy, accessibility, and utilization from the various data systems for decision-making.
- Provide advisement on the continued transition and evolution of HMIS within the portfolio.
- Work with Government of Uganda to support efforts to improve OVCMIS and CWBMIS governance, data management, analysis, and security.
- Support the development of an electronic Child Welfare and Protection (e-CWB) policy.
- Oversee the migration of CWBMIS to the National Data Transmission Backbone Infrastructure.
- Lead the incorporation of PEPFAR OVC indicators into CWBMIS.
- Supervise the alignment of CWBMIS with PEPFAR reporting requirements.
- Lead the design and pilot testing of a single registry for social protection programs.
- Supervise the distribution and usage of tools in collaboration with Ministry of Gender Labour and Social Development.
- Oversee activities to improve the OVMIS/CWBMIS system use at district level.
Qualifications, Skills and Experience:
- Master’s degree in public health, technology, IT or a related field.
- At least 8 years of experience in health information systems or a related field.
- At least 4 years of experience developing and/or managing complex health information systems at country level.
- Experience building capacity of clinic or district levels to effectively use health information systems to manage their programs.
- Demonstrated knowledge of the OVCMIS/CWBMIS, or similar systems
- Demonstrated experience working with DHIS2, DATIM and the Demonstrated knowledge of data needs for PEPFAR reporting.
- Fluency speaking, reading and writing in English.
Nice to Haves:
- Specific knowledge of HIBRID and/or Uganda Electronic Medical Records system.
