Finnish Refugee Council (FRC) is an NGO providing adult education and community development among refugees in Uganda since 1997 as an operational partner to OPM and UNHCR.

 

Job Summary:   The Finance and Administration Quality Controller is responsible for conducting operational reviews and risk management analyses to appraise the effectiveness of policies, procedures and standards of FRC’s financial, physical and information resources are managed. The position holder works closely with finance and administration teams at HQ.

 

Key Duties and Responsibilities:

Systems and risk management

  • Conduct internal audits to assess the adequacy, effectiveness and efficiency of the established internal controls and procedures; report on findings and make recommendations for the improvement.
  • Improve and develop a system, which ensures that major finance, administration and operational related risks are identified and analysed, and create and assess the risk mitigation plans.
  • Examine policies and procedures to ensure that exposure to fraud and other losses are minimised.

Operational review and monitoring

  • Monitor and follow up agreed upon actions in response to external and internal audit recommendations.
  • Conduct internal audits and routine checks to verify compliance with finance and procurement procedures and guidelines.
  • Conduct operational reviews to ensure that funds and assets are used according to organisational policies and procedures.
  • Prepare operational review reports with recommendations.





Qualifications, Skills and Experience:

  • University degree in accounting, finance or other related field, with at least full level 2 CPA qualification.
  • Five years of relevant progressive experience in undertaking audits, compliance assessments, risk management and fraud investigations, preferably with a non-governmental organisation.
  • Strong knowledge on how to collect useful information, analyse it and draw meaningful conclusions.
  • Willingness to travel frequently to field locations.
  • Experience with international donor funding projects.
