Baylor College of Medicine Children’s Foundation -Uganda (Baylor-Uganda) is an indigenous not-for-profit child health and development organisation affiliated to the Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI), a Network of paediatric HIV/AIDS care and treatment Children’s Clinical Centres of Excellence and international program offices in 11 countries across Africa and Eastern Europe.
Job Summary: The Epidemiologist/ EBS Analyst will work with MoH, districts, local authorities including emergency operation centres to provide TA to districts and regional EOCs to strengthen surveillance systems. She/he will provide support for advanced data analysis and interpretation to inform effective programme design/ interventions. S/he will be responsible for leading/supporting the development of priority implementation, analyses and dissemination of results. The incumbent will support development, piloting and strengthening surveillance initiatives with a focus on event based surveillance. He/she will ensure that all reported signals are completed on a timely manner while supporting REOCs, districts, cities to ensure that all reported signals are managed to conclusion on a timely manner. S/he will also ensure that the learning from implementation and quality improvement science is incorporated into the programme design. She/he will support dissemination of data through REOC epidemiological bulletins.
Key Duties and Responsibilities:
Event and indicator based-surveillance implementation at the regional EOC.
- Conduct routine surveillance using digital and other non-traditional surveillance platforms to detect signals of unusual or unexpected events
- Support the districts in the verification of signals
- Support the districts in outbreak investigation and response activities
- Ensure that all signals and events are registered and logged in signals/events registers including the event management system
- Support districts in improvements in indicator and event-based surveillance including completeness and timeliness.
- Monitoring EBS cascade for all events in the districts in the region and support districts to conduct timely signal verification
Communication and knowledge management
- Support the development and implementation of epidemic intelligence products, such as daily EBS reports, situation reports, maps, dashboards, and other data visualizations
- Support the development and dissemination of regional epidemiological bulletins
- Share routine advisory on EBS outbreak and response
- Facilitate EBS learning and community of practice for the regional EBS team
- Participate in organizing for performance review meetings
Early action reviews
- Support districts to conduct timely early action reviews for all events
- Timely update and sharing of the 7-1-7 matrix for all events reported from the region
Data Management and Analysis
- Strengthen data management and use at EOC
- Support districts in strengthening data management and use
- Development of regional EOC dashboards
- Appropriate data management using appropriate software(s)
- Support districts in strengthening data use and preparation and dissemination of epidemiological bulletins.
Qualifications, Skills and Experience:
- The applicant must hold a Master of Public Health with an emphasis in Epidemiology or Biostatistics from a recognized institution.
- Training in Field Epidemiology is an added advantage.
- At least two years of full-time experience as an epidemiologist/field Epidemiologist or data analyst in a reputable organization
