HI in Uganda is currently implementing development and humanitarian interventions in six sectors/thematic areas: Livelihood, Mental Health and Psychosocial Support (MHPSS), Physical and Functional Rehabilitation, Inclusive Education, Inclusive Health, and Inclusive Humanitarian Action (IHA) to improve access and quality of services to the most vulnerable people including persons with disabilities promoting a more inclusive and harmonious society
Key Duties and Responsibilities:
Mission 1: Support and follow up the Country procurement organization
- Involving in setting procurement plans in collaboration with Country Logistics Manager and project Managers
- Support Country Log Manager to analyze the local market and keep an up-to-date database of local suppliers that satisfy the association’s criteria (quality, price, service, ethics) and needs
- Organize country procurement process according authorized PSR in line with HI Purchasing procedure within accountability, transparency
- Follow up Supply records of Purchase monitoring Chart (PMC)
- Organize country transportation of merchandise: choice of transport and packing, planning and monitoring of consignments, administrative and customs clearance formalities
- Makes sure that goods and services provided comply with the request (quality, quantity, price, deadline, origin, etc.)
- Follow up and maintaining the Services and Supplies Framework contract and its monitoring chart
- Receives the invoice and prepare HI Payment Authorization form to be validated by the Budget
- Holders with attaches a copy of the Purchase and Service Request for transmission to the cashier.
Mission 2: Carrying out or ensuring correct management of warehouse or Storages dedicated to store equipment’s and items for the operation at Capital Level and to support the Stock management from Site and Sub Offices
- Follow up the identification of stock need in collaboration with project manager, and Logistic Manager to prepare PSR for operation kits and consumable replacement need
- Follow up and update the Stock cards in according receiving or releasing stock movement
- Update monthly stock report (SMC) base on Stock Card and transmitted to Logistic Manager
- Establishing staff and equipment forecasts required for loading/unloading
- Organize the physical management of stocks in collaboration with Logistic Manager
- Organize the periodic inventory stock take or reconciliation
- Organize periodic stock controls; Stock Card and stock monitoring chart
- Manage the flow of merchandise
- Organize stock distribution of merchandise for the project’s operation sites
- Provide the relevant information and report of stock to Project managers or relevant owner of stock.
Mission 3: Organize Supply Chains administrative archive and filing system
- Managing supplies archives are handled in both of manual and computerize
- Maintain and follow up Archive Monitoring Chart
- Providing all relevant auditing document in collaboration with Log and Finance managers
- Follow and submit the relevant tools of base or functions handled regularly
- Know, understand, apply and respect the HI code of conduct and ethics, HI mandate and values, HI rules and operating procedure, HI policies (child protection policy, policy and mechanism for the prevention of and fight against bribery, the protection of beneficiaries from sexual exploitation and abuse policy) and make sure they are known, understood, applied and respected by its team
- Know, understand, apply and respect HI security rules and make sure they are known, understood and used by their team
Mission 4: Emergency preparedness and response
- Contributes to the program’s emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in Procurement and Supply Chain Management
- A post graduate qualification is an added advantage
- A minimum of Three (3) years of work experience in Supply Chain (Procurement) with in an international NGO
- Knowledge of generic Supply Chain procedures and practices.
- Familiarity with major donor and local regulations / laws will be a plus.
- Competent in spoken and written English.
- Good mathematical skills.
- Competent use of PC especially spreadsheets (format / sort / filter).
- Experience in working with ERPs.
- Strong sense of personal integrity.
- Attention to detail.
- Strong supervisory skills.
- Ability to multi-task.
- Team spirit and problem-solving abilities.
