Job Summary: Under the general supervision of the FAO Country Representative; Uganda, and in close collaboration with the National AMR sub-committee of National One Health (OH) Platform, OH coordination office, and the technical supervision by the Assistant Representative for Programmes.
Technical Focus; To improve the capacity of the animal health sector to prevent, detect and respond to public health threats and its contribution to national and global health security, and to help beneficiary governments comply with the International Health Regulations (IHR) 2005 obligations, the United States Agency for International Development (USAID) is supporting the roll-out of a national Emergency Centre for Transboundary Animal Diseases (ECTAD) project under its Global Health Security (GHS) Program. The five-year programme informs the regional Statement of Work (SOW) for Africa as approved by USAID. The overall objective of the GHS Program in Africa seeks to support countries build sustainable animal health systems and One Health capacities to mitigate risks and threats caused by emerging and re-emerging zoonoses, endemic zoonoses, and antimicrobial resistance (AMR).
Key Duties and Responsibilities:
- Collate, analyze, and synthesize the available AMR NAP review reports (FAO-PMP, mid and end term review) and other sources to capture the successes/achievements, gaps/challenges, recommendations, and priority actions to inform the 2024-2028 AMR NAP for Uganda.
- Review recent data – AST, AMR surveillance, AMU related studies, good practice studies and others conducted during the previous NAP implementation, identify key findings and recommendations and synthesis them into a short page report for the purpose of updating the situational analysis of AMR in Uganda.
- Update the current NAP – based on findings in bullet 1 and 2,
- Support stakeholder consultation and capture relevant country AMR priorities across sectors to input into the draft AMR -NAP,
- Cost the priority AMR activities in the AMR-NAP draft,
- Submit an updated, validated, costed, and endorsed AMR-NAP 2024-2028 at the end of the consultancy,
- Undertake any other duties related to the AMR as deemed necessary.
Qualifications, Skills and Experience:
- The applicant must hold an advanced University Degree in Veterinary Medicine, Postgraduate training and relevant
- At least five years of in-country work experience in antimicrobial resistance (AMR) and its containment
- Working knowledge (level C) of English.
- National of Uganda or resident of the country with valid work permit.
- Proven expertise in meeting facilitation, report and proposal writing and demonstrated an in-depth technical knowledge and proven qualitative and quantitative approaches in AMR data collection, management, and analytical skills.
- Evidence of having led a strategic document development process and managed / coordinated several projects within the EAC region.
- Effective written, oral and presentation skills, particularly ability to present information in a concise, logical, and accurate manner; ability to develop consensus among people with varying points of view.
- Good judgment and initiative, imagination and resourcefulness, energy and tact, ability to ensure an effective work structure to maximize productivity and achieve institution’s goals.
- Publications – Evidence of previous publications in international meetings and refereed journals
- Excellent writing and oral skills in English.
- Evidence of successfully written and funded project proposals.
