Geographical scope: 15 intervention countries, 14 in Africa, and 1 in Europe. (Nigeria, Burkina Faso, Ghana, Sierra Leone, Senegal, Cameroon, Tunisia, Kenya, Tanzania, Burundi, Southern Sudan, Uganda, Zimbabwe, Zambia and Belgium).
Direct reports: Four (4) In-country programme MEL leads from , Sierra Leone, Zambia, Tanzania and Zimbabwe.
Expected travel: Fairly regular international travel

About the Programme
The four-year ‘Youth Voices Lab’ (YVL) programme seeks to create a more youth responsive and inclusive society. The programme focuses primarily on interventions to support young Africans, both in the continent and across the diaspora in Europe, in their journey towards increased engagement, connection, and empowerment. The programme will focus on interventions that support decision-makers (for example, AU and EU personnel, government officials, civil society organisations, corporations and others) in their journey to develop equal partnerships with young people and to create the conditions to address the key needs and priorities of the younger generation. In turn, these outcomes contribute to the availability and implementation of budgeted and relevant youth-responsive policy frameworks (AU-EU cooperation plans/partnerships, strategies, etc), leading to a more youth-responsive and inclusive society in which the aspirations of existing and future development frameworks are delivered, leaving no one behind.
The programme is driven by a consortium of five partners; OXFAM (Lead), Restless Development, SEARCH for Common Ground (SEARCH), Youth Makers Hub (YMH), and Makesense Africa, with in-country programming in 15 intervention countries, and youth and stakeholders engagement outside the intervention countries across Africa and Europe.
The programme has two interrelated objectives:
- Young people and youth-led groups and networks effectively advocate their concerns and priorities at various levels, including local, national, continental and cross-continental, and around the AU-EU partnership in Africa.
- Institutions, governments, partners, and corporations are more youth centered and meaningfully collaborate with youth in the development and implementation of their policies/decision-making moments and spaces.
Job Summary: The Monitoring, Evaluation and Learning Coordinator is an exciting role which will be central to achieving the above programme objectives. She/he will lead the Monitoring, Reporting, Evaluation and Learning functions across Restless Development’s implementing countries, working directly with the Programme Manager and supported by MEL leads in the implementing countries. The successful candidate will ensure that AU-EU programme impact and learning is documented and used for designing and adapting our programmes to bring transformative change, and ensure that these are shared across the global agency and with consortium partners to ensure scale and sustainability.
Key Duties and Responsibilities:
Monitoring, and Reporting.
- Design and oversee all project monitoring and reporting systems and tools in line with internal and external grant management requirements.
- Lead the implementation of the programme’s monitoring, evaluation and learning framework, ensuring monitoring and learning processes are effectively followed.
- Ensure effective systems for monitoring programme performance are in place, bringing relevant insights for effective decision making.
- Act as Restless Development’s MEL focal point for the programme within the wider consortium, responding to reporting requirements and participating in consortium working group meetings.
- Perform data quality checks for all internal and external reports in line with reporting guidelines and donor requirements.
- Coordinate with and support MEL leads for the programme to ensure high quality generation of quarterly and annual programme reports through DevResults (Restless Development’s online data management system), in line with the global strategy and Results Framework)
Generating Strategic evidence and learning
- Ensure programme wide MEL systems are integrated into Restless Development’s organisational MEL system and reporting processes.
- Ensure evidence and learning generated through the AU-EU programme contributes to Restless Development’s organisational evidence and learning strategy.
- Be an active member of Restless Development’s Impact team, participating in quarterly meetings; sharing best practice across the agency; and supporting global initiatives.
- Share best practices and insights based on Restless Development’s expertise to inform the consortium wide approach to MEL.
- Lead in preparing impact data to inform programme design and organizational capacity statements on voice and youth participation in governance/decision making.
- Ensure in-depth evaluations are accompanied by impact briefs to share the key highlights.
Lead the AU-EU Monitoring, Evaluation and learning team.
- Coordinate with and support programme MEL leads to develop clear MEL plans for the programme.
- Design and lead regular capacity-building initiatives, ensuring that programme staff are able to use M&E systems to assess progress, identify challenges/opportunities and take action.
- Provide M&E guidance and expertise to the Programme management team as required.
- Support staff capacity development efforts to build the capacity of MEL leads.

- You may occasionally be required to work on weekends and/or public holidays, for which time off in lieu will be granted
- Other duties as required.
Qualifications, Skills and Experience:
Essential
- Experience in a monitoring, evaluation and learning role, preferably of multi-country programmes
- Knowledge and experience of youth-led development programmes
- Experience in qualitative and quantitative analysis, with the ability to generate insights to inform decision-making
- Strong written and verbal communication skills, with the ability to write and present high quality report
- Ability to build strong and supportive relationships with a range of colleagues
Desirable
- Past experience on implementing an EU-funded programme
- Experience in conducting programme evaluations.
- Experience conducting training in areas related to monitoring, evaluation and learning
