Job Summary:   We are seeking to recruit a Monitoring and Evaluation Officer to ensure effective performance management and documentation of outcomes of Watoto activities through MEL.

 

Key Duties and Responsibilities:

Strategy and policy development

  • Develop the performance monitoring and evaluation system for Watoto Ministries.
  • Provide support in the harmonization of policies and guidelines related to monitoring, evaluation, and Learning.
  • Develop monitoring and evaluation strategy for monitoring and evaluating Watoto’s results and outcomes.
  • Develop standard operating procedures and forms for monitoring and evaluation for Watoto Ministries and evaluate the performance indicators of various activities.

Planning

  • Support in the development of Watoto Ministry strategic plans.
  • Participate in the design and formulation of Watoto strategic, development plans and programs.
  • Provides technical guidance to departments in the development of annual operational plans and develop standard operating procedures and forms for planning.

Monitor implementation of the strategic and operational plans

  • Coordinate and ensure the monitoring and evaluation process of programs, policies, projects implementation and impact evaluation process.
  • Coordinate and guarantee the development of the Monitoring and Evaluation tools.
  • Manage timely information updates in the monitoring tracking system and ensure that the Watoto reporting system is efficient.
  • Coordinate policy implementation and management decisions relating to the strategic initiatives.
  • Develop the monitoring and evaluation plans to facilitate performance measurement of Watoto ministries activities.
  • Provide support in the design and formulation of performance metrics for the monitoring and evaluation of plans and programs.
  • Contribute to feasibility analysis and baseline studies in collaboration with the Research Development and Innovation Team Leader
  • Coordinate the monitoring of overall performance of Watoto at the departmental level and progress towards results and ensure institutional performance evaluation management and feedback process is applied to all departments.
  • Coordinate the Watoto reporting process (on weekly, monthly, quarterly, and annual basis
  • Participate in the timely preparation of progress and annual reports, follow-up, constant monitoring and evaluation of completion of planned activities and budget execution





Qualifications, Skills and Experience:

  • The applicant for the role should hold at least a minimum of a bachelor’s degree in economics, planning, development studies or in any relevant field from a reputable university.
  • Master’s degree is an added advantage.
  • A minimum of five years of working experience in a large organization in a similar role
  • Computer literacy in MS Office packages (especially Excel, Word, PowerPoint, and MS project), MS project and database management.
  • Good interpersonal skills, strong communication skills, both verbal and written
  • Ability to meet tight deadlines, work and relate with people from diverse backgrounds,
  • Strong work ethic.
