About US:
The African Centre for Treatment and Rehabilitation of Torture Victims ( ACTV ) is a Non-Governmental organization in Uganda which commenced operations in 1993 whose mandate includes advocacy against torture and provision of physical and psychological treatment and rehabilitation, social support and legal services to survivors of torture.
Job Summary: The HR & Administration Coordinator will provide the human resource and administration support for the successful implementation of ACTV plans and programmes.
Key Duties and Responsibilities:
Implement the ACTV recruitment and selection processes in line with the Human Resource manual.
- Coordinate the recruitment exercise, document the process, and outcomes
- Solicit and shortlist applications as per the defined short-listing criteria and share with relevant user unit heads for review.
- Plan and organise recruitment and document the process and outcome.
Implement the performance management systems and policies.
- Initiate development of annual performance targets and provide technical support and advice to line managers in maintaining effective performance management in their respective departments
- Track, follow up and report on the completion of staff appraisals in line with the appraisal process/ policy.
- Analyze, maintain and report on the performance management process, records and procedure in line with the ACTV’s performance management system.
Coordinate the employee relations and welfare activities.
- Provide advice on employee relations in the day-to-day management of employees in accordance with the national labour laws, human resource policies and procedures.
- Participate in the formulation of annual human resource budgets and coordinate the implementation and monitoring.
- Participate in management meetings, staff disciplinary programmes to ensure staff grievances and other disciplinary matters are transparently and exhaustively managed.
- Implement welfare schemes and staff benefits in line with the human resource policy.
- Ensure provision of insurance of staff and assets and effective utilisation and safety of the organisation assets.
- Ensure implementation of the organisation safety, health and security programs.
Manage the Learning and Development;
- Conduct needs assessment to determine training needs and develop training plan accordingly
- Work with the Head of Finance and Administration to develop Learning and Development plans
- Create and maintain a database of all employees with details of their academic and professional credentials and training and develop programs attended, and track their career development.
- Evaluate the learning and development programs and take appropriate actions to enhance the effectiveness.
Offer effective administrative support to ACTV administration in line with policies and practices.
- Ensure effective administration processes are conducted, based on the best practices.
- Oversee the maintenance of the premises.
- Disseminate the policies, procedures, guidelines to staff.
Key Performance Indicators
- Availability of an approved welfare scheme for ACTV.
- Disciplinary proceedings conducted and reports submitted.
- Availability and effective implementation of relevant HR policies.
- Recruitment of new staff as per needs.
- Timely performance appraisals.
- Availability and effective implementation of administrative policies and procedures
Qualifications, Skills and Experience:
- Bachelor’s degree in Human Resources Management or any other related field.
- Postgraduate qualification in Human Resource is an added advantage
- Four years of experience of which 2 should be at supervisory level in a reputable Organisation.
