Baylor College of Medicine Children’s Foundation -Uganda (Baylor-Uganda) is an indigenous not-for-profit child health and development organisation affiliated to the Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI), a Network of paediatric HIV/AIDS care and treatment Children’s Clinical Centres of Excellence and international program offices in 11 countries across Africa and Eastern Europe.
Job Summary: The Regional HR Coordinator will monitor the implementation of Baylor Human Resource systems and practices in the region in line with the Baylor Uganda HR Manual and the various program objectives.
Key Duties and Responsibilities:
- Develop and monitor the implementation of HR regional plan and budget in line with HR departmental plan and Baylor Uganda Financial guidelines.
- Monitor the implementation of Performance Management system, policies and procedures and provide technical support to the regional staff during each performance cycle in the region in line with HR manual.
- Monitor the recruitment & selection process as per the approved human resource plan, implement the induction and placement procedure for new staff, and manage staff exit process in line with the Baylor Uganda HR manual.
- Review and implement the Baylor Uganda Staff training & development strategy in the region in line with the HR manual.
- Design, maintain and update an HR regional database according to the approved personnel lists by the HR Manager and manage the clock in & out time system in alignment to the leave and out of office information in the region in line with the Baylor Uganda HR manual.
- Review and monitor the implementation of employee relations, Health and safety, leave management and welfare procedure in the regions in line with Baylor Uganda’s HR manual.
- Develop and maintain partnerships with the district personnel stakeholders to align the health professional capacity objectives to the district personnel management system in line with Baylor Uganda’s mission.
- Conduct periodic Talent audits and develop succession plans to ensure that the regions have a constant pool of employees that accomplish the various program objectives in line with Baylor Uganda’s training and talent development guidelines.
- Prepare monthly and quarterly reports in regard to the regional human resource management issues in line with the Baylor Uganda HR manual.
Qualifications, Skills and Experience:
- The applicant must hold a Degree in Human Resource Management or Industrial/Organizational Psychology.
- A Master’s degree in Human Resource Management or Industrial/Organizational Psychology or MBA (Human Resource).
- Three years of experience in managing a corporate function, providing the following knowledge and skills, managing performance driven programs, managing the change process, including executive coaching, communications, and transition management; with a reputable international NGO, and direct experience with government and donor representatives.
