Job Summary: The Monitoring and Evaluation (M&E) Specialist – HIV Self- Testing will join the Strategic Information & Learning team, and support the Ministry of Health – MoH HIV department to successfully plan, develop & rollout M&E guidelines for HIVST, and facilitating the learning processes.
The M&E Specialist will be responsible for supporting the Ministry of Health (MoH) in Uganda in monitoring and evaluating HIV Self-Testing (HIVST) interventions. This role aims to enhance the performance management of HIVST programs by identifying necessary data, conducting analyses, and developing comprehensive reporting mechanisms to guide decision-making and program enhancement. The role will be seconded to work closely with MoH -ACP HTS office.
Key Duties and Responsibilities:
- M&E Strategy Development: Collaborate with MoH Uganda to identify data requirements for effective performance management of HIVST programs within the broader context of an optimal HIV Testing Services (HTS) strategy.
- Situation and Gap Analysis: Conduct comprehensive situation and gap analyses for M&E and reporting within HIV Self-Testing. Identify strengths, weaknesses, opportunities, and threats within the current M&E framework.
- Data Collation and Synthesis: Facilitate the collation and synthesis of existing HIVST and related data into a coherent, actionable dashboard. This dashboard aims to provide regular insights to support the management of HTS programs.
- Retrospective Data Review: Utilize national collection tools and reporting systems to conduct retrospective data review and analysis. Identify trends and gaps to inform future program strategies.
- Ongoing Monitoring and Reporting: Continuously monitor, report on HIVST performance and Integrate findings into broader HIV Testing Programs for informed decision-making.
- Report Template Development: Develop customized monthly report templates for HIVST distribution at the facility level, incorporating full HIVST cascade data.
- Ad-hoc Analysis and Support: Offer ad-hoc analysis and support to MoH Uganda to facilitate informed planning and decision-making processes.
- Research: Design and implement research and M&E methodologies including appropriate sampling, support for data collection, reporting to improve HIVST cascade reporting. He / she will facilitate HIVST department, subject matter experts, and external contributors to develop publication content showcasing the learnings from the implementation.
- Networking and stakeholder engagement: Engage with diverse stakeholders including MoH officials, donors, implementing partners, and other relevant agencies to foster collaborative relationships, facilitate coordinate meetings, and ensure effective communication to align HIVST M&E activities with stakeholder needs and expectations.
Qualifications, Skills and Experience:
- The applicant must hold an advanced degree in Public Health, Epidemiology, Statistics, or a related field.
- Post Graduate training in in Monitoring and Evaluation is an added advantage
- Proven experience in M&E within HIV/AIDS programs, preferably with exposure to self-testing interventions (3 years).
- Expertise in data systems e.g., DHIS2 and data collection methodologies and data analysis tools (e.g., ODK, SPSS, STATA)
Competencies:
- Data Analysis Skills: Proficiency in data collection, cleaning, analysis, and interpretation using statistical software tools such as DHIS2, Mobile data collection apps, SPSS, STATA.
- M&E Methodologies: Sound knowledge and practical experience in monitoring and evaluation methodologies, including data collection techniques, sampling methods, and evaluation frameworks.
- Health Sector Understanding: Understanding of public health principles, especially within the context of HIV/AIDS programs and HIV Testing Services (HTS), ensuring an informed approach to M&E activities.
- Broad understanding of different funding cycles, mechanisms and reporting cycles including the Global Fund and PEPFAR
- Provide data and assumptions for forecasting, quantification planning and inform target setting for the HIV Self Testing Program
- Reporting and Communication: Strong written and verbal communication skills to articulate complex data findings, prepare comprehensive reports, and effectively communicate insights to diverse stakeholders.
- Dashboard Development: Ability to collate and synthesize diverse data into clear, actionable dashboards or visualizations for easy interpretation and decision-making.
- Problem-Solving Skills: Capacity to conduct gap analyses, identify challenges, and propose practical solutions for improving the M&E framework of HIV Self-Testing programs.
- Adaptability and Flexibility: Capability to adapt to changing programmatic needs, remain flexible in approach, and adjust M&E strategies accordingly.
- Collaboration and Stakeholder Engagement: Strong interpersonal skills to collaborate with multiple stakeholders, engage effectively within multidisciplinary teams, and build productive partnerships.
- Project Management: Ability to manage multiple tasks, prioritize workloads, meet deadlines, and oversee project timelines effectively.
- Ethical Standards Adherence: Commitment to upholding ethical guidelines and confidentiality standards in handling sensitive health data and information.
