Uganda National Bureau of Standards (UNBS) is a statutory body under the Ministry of Trade, Industry & Cooperatives responsible for Standardization, Quality Assurance, Metrology (Measurement), and Laboratory Testing (SQMT) with the objectives of facilitating fair trade, promoting local industries and protecting consumers.
Job Summary: Reporting to the Deputy executive Director- Management and Financial Services, the Finance and Administration Manager takes responsibility of developing Policies and Procedures as well as maintaining Systems for overall Financial and Physical resources management in line with UNBS financial and assets management regulations.
Key Duties and Responsibilities:
- To develop and continuously monitor policies, procedures and other guidelines for the management of financial and physical assets of the Bureau
- To develop, monitor and oversee policies, procedures and guidelines for managing the Bureaus’ administration services at both the headquarters and regional offices.
- To coordinate, monitor and develop guidelines for managing UNBS security at both the headquarters and regional offices
- To coordinate the development of the Departmental monthly, quarterly and annual, budget, work plans and targets
- To manage the budgeting process and oversee the development, consolidation and interpretation of financial statements, management reports and accountability reports of all funds and assets
- To authorize and verify all expenditures and procurement requisitions/payments as per the existing procedures and set guidelines
- To coordinate, monitor and assess performance of staff under the department by ensuring that targets, plans and outputs are achieved within schedules and budgets and regularly review their performance during performance review meetings and annual performance appraisal.
Qualifications, Skills and Experience:
- The applicant must hold a Masters degree in either Commerce, Business Administration, Accounting, Finance or other relevant business related field a recognized University / Institution
- Honours degree in either Commerce, Business Administration, Accounting, Finance or other relevant business related field from a recognized University / Institution
- Professional Qualifications in any of the following ACCA, CPA, CIMA, or similar qualifications as recognized by ICPAU
- Active membership of Institute of Certified Public Accountants of Uganda (ICPAU)
- Possession of CFA is an added advantage
- Experience of at least Nine (9) years of which five (5) years in Supervisory role
- Well-developed people leadership and management skills; communication, negotiation, conflict management, problem solving, decision making and Team building competencies
- ICT and presentation skills (MS Word, Excel, PowerPoint, Internet applications and relevant applications)
- Demonstrable Passion and skills in people development with proven training, mentoring, coaching and counselling skills
- Highly dynamic, analytical and innovative with keen attention to detail, clear strategic focus/orientation as well as demonstrable capacity to manipulate, interpret and/or translate financial data into useful financial information and also to develop innovative strategies for UNBS enhanced financial performance and growth
- High moral and ethical standards; proven integrity, professionalism, competence and/or potential
- Age: Between 35 -50 years old
