The European Commission’s Directorate General for European Civil Protection and Humanitarian Aid Operations (ECHO) funds relief operations for victims of natural disasters and conflicts outside the European Union. For humanitarian aid, the Commission works with about 200 operational partners, including United Nations agencies, the Red Cross/Crescent movement and non-governmental organizations (NGOs). Humanitarian Aid is channelled impartially, straight to victims, regardless of their race, ethnic group, religion, gender, age, nationality or political affiliation.
Job Summary: DG ECHO is recruiting one National Staff to be based in Kampala (Uganda) as a Programme Assistant. The Programme Assistant (PA) carries out activities to contribute to the delivery of an effective humanitarian response in Uganda. The jobholder contributes to assessments, monitoring, and appraisals and evaluations of projects, as well as to the analyses of humanitarian situations.
Key Duties and Responsibilities:
Programme work:
- Contributes to the appraisal, monitoring and evaluation of projects and partner reporting, including financial assessment of proposals.
- Prepares drafts e-documents completed by DG ECHO staff for project management, including appraisal and monitoring of projects.
- Advises on the operational capacity of potential partners as well as their implementing partners.
- Drafts reports on humanitarian situations, including any political, economic and security events relevant to the analysis of the humanitarian situation in the country/region.
- Organises and arranges all practicalities for field mission and actively participates in partner engagements during field visits May act as an interpreter if necessary and feasible.
- Assists the Head of Office/ Technical Assistant in the event of an emergency response.
- Prepares maps, when appropriate.
- Provides backstopping and surge support capacity in case of need.
Working with partners:
- Maintains contacts with DG ECHO’s partners, advising of any major issues arising.
- Ensures communications with DG ECHO’s partners, including establishing and maintaining a database of relevant organisations and personnel.
- Maintains contracts/grants database.
Coordination:
- Participates in meetings and liaises with local authorities and institutions, in coordination with the Head of Office, as delegated and appropriate.
- Assists with enhancing the visibility and communication of DG ECHO’s overall assistance.
General administration:
- Provides reports and other ad-hoc documents as requested.
- Prepares missions: agenda setting, contacts with partners, programming visits, meetings, etc.
- Undertakes any additional tasks as assigned by the ECHO Uganda and/or Headquarters.

Qualifications, Skills and Experience:
- The applicant must hold a relevant first level university degree or equivalent professional experience.
- At least five years of relevant experience at national or international level in supporting programme/ project operations, including at least 2 years of humanitarian experience with an NGO, UN, donor, or national/international organization.
- Good knowledge of the humanitarian aid system.
- Good knowledge of International NGOs, UN Aid Agencies and Red Cross Movement.
- Good understanding of Humanitarian Aid principles, policies, and standards.
- Working experience in programming of Education and/or Education in Emergencies (EiE).
- Preferable working experience in programming humanitarian protection.
- Preferable working experience in programming of food security, cash-based transfer and livelihoods.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc).
- Languages: An excellent command of English (written and oral – Minimum level C1) is required. Additional knowledge (level B2) of French may be an advantage.
- Required Skills: Impeccable conduct in service, drive for results, excellent communication skills, capacity to work with others, adaptability, and flexibility skills.
