Job Title:  Senior Investments Officer (Portfolio Management)

About US:

The Deposit Protection Fund of Uganda (DPF), which is also referred to as the Fund, was established as a separate legal entity following the enactment of the Financial Institutions (Amended) Act, 2016. Prior to this, DPF was managed by Bank of Uganda.

 

Job Summary:   The Senior Investments Officer (Portfolio Management) will support trade execution, performance monitoring, and investment reporting.

 

Key Duties and Responsibilities:

  • Carry out investments in line with the Fund’s investment policies.
  • Support the Portfolio Manager and Director Investments in identifying and structuring investments, departmental policies, and procedures.
  • Follow up on the new investments generated and other investments already in the Fund’s portfolio through collaboration with the Finance department.

Portfolio Management

  • Initiate the draft investment strategies for consideration to Investment Management Committee (IMC) and submit them to the Portfolio Manager for review.
  • Periodically generate innovative investment ideas suited to the prevailing market conditions that can result in the achievement of the set return targets.
  • Discuss investment strategies with Portfolio Manager and keep him/her informed about trades or transactions.

Fixed Income Analysis

  • Develop and maintain a Portfolio Holdings database to form the basis of the purchase or sale of securities given the prevailing market sentiments.
  • Monitor fixed income portfolio performance, fair value changes, interest rate effects and analyse the assets coming into the portfolio and recommend timely interventions where the investments do not perform as anticipated.
  • Contribute to ongoing investment ideas and portfolio strategy discussions.
  • Assess interest rate dynamics, demand-supply factors, liquidity requirements and inflation pressures to determine appropriate market entry/exit points and investments opportunities.
  • Perform stress tests, scenario analysis and simulations on existing and proposed fixed-income portfolios and their impact.

Operations

  • Investing funds as instructed by the Portfolio Manager and monitoring the funds invested by the organization.
  • Liaising with and managing external fund managers as directed by the Portfolio Manager or Director Investments.
  • Track periodic primary auctions of treasury securities and lead negotiations with Primary Dealer Banks on investment instruments.

Administration and Reporting

  • Work closely with the Middle Office in the reconciliation and verification of the total fund portfolio under management in the preparation of the Investments Performance reports.
  • Collect macro-economic data and conduct investment research to guide investment strategies and actions.
  • Construct and maintain databases of financial, economic and market data based on macro-economic developments and economic indicators to determine the likely direction of monetary and fiscal policy.
  • Monitoring collection and recording of DPF’s Income on investments in conjunction with the Middle Office and Finance Department, to ensure that it is done on time and in line with the reporting framework.
  • Keep accurate records of transactions.
  • Performs other work-related duties as assigned, within your scope of practice.

  • A Comprehensive Database on macro-economic and financial sector indicators
  • Periodic fixed income investment strategies
  • Well-maintained and up to date Portfolio holdings and
  • Monthly, Quarterly and Annual investment performance reports.





Qualifications, Skills and Experience:

  • A first-class or second-class upper degree in Business Administration, Finance, Banking, Economics, Econometrics, Quantitative Economics, or related areas is essential.
  • Three years of work experience in investments or closely related field is essential.
  • Completion of Level II of the CFA program is essential.
  • Experience in sourcing, structuring, and closing investments is an added advantage.
  • Prior experience in financial, econometric, and statistical analysis is an added advantage.
