Job Title:  Project Officer, Masaka Region

Reports to: Regional Project Focal Persons and KOFIH Project Managers

Hours: Full time, 40 hrs/week, though some flexibility may be required in working hours.

About US:

Korea Foundation for International Healthcare (KOFIH) was established in 2006 as a public affiliated organization of the Ministry of Health and Welfare of the Republic of Korea (ROK) in honor of the Late Dr. Lee Jong-Wook, the 6th Director General of the World Health Organization. The Foundation’s objective is to promote international cooperation and humanitarianism through healthcare support for developing countries, North Korea, overseas Koreans, and foreign workers in Korea. With 17 years of experience in international health care assistance, KOFIH has supported more than 30 countries across the world in its bid to be a global partner towards healthcare improvement with three basic objectives: sustainable development cooperation, sustainable healthcare assistance, and sustainable reform.

 

In Uganda, KOFIH has been active since 2017, implementing various health systems strengthening projects in collaboration with the Ministry of Health, Uganda. These projects are in the thematic areas of: Emergency Medical Services (EMS), Prevention, Control and Management of Communicable and Non Communicable Diseases, and the Capacity Building Community Health Workers. KOFIH has also sent over 120 health workers to the Republic of Korean on invitational capacity building under the Dr. LEE Jong-wook Fellowship Program.

 

Job Summary:   The Project Officer will support the Hospital Director (HD) and Principal Hospital Administrator (PHA), Masaka RRH in the effective management of the EMS project (post management phase period); by ensuring that the investments and gains registered in the region by the KOFIH EMS project (during the first phase) are well maintained and consolidated during the two years before the start of the 2nd phase of the project.

 

Key Duties and Responsibilities:  Consequently, the Project Officer shall:

  • Ensure that the regional skills lab is well maintained and utilized in accordance to its purpose and utilization standards.
  • Ensure that the call and dispatch center remains operational and that data is collected and recorded on a monthly basis.
  • Work with Masaka RRH HD and PHA, together with the hospital biomedical engineers to ensure that all the KOFIH donated equipment in the region are well maintained and utilized.
  • Ensure that that patient raw data at the accident and emergency (A&E) unit, as well as maternity unit is collected on a monthly basis and reports submitted to the project supervisors.
  • Support the Community Health Workers’ (CHW) project activities in the region.
  • Support all EMS Project related studies in preparation for the 2nd phase.
  • Execute other duties that may be assigned by KOFIH and/or MoH (related to implementation of KOFIH projects in the region).





Qualifications, Skills and Experience:

  • Relevant Diploma or Degree in any of; Project Management, International Development, Public Health, Health Records and Information Science or related.

 

Experience

  • Previous experience in EMS project cycle management, minimum of 3 years’
  • Previous experience working with a KOFIH funded project.
  • Relevant experience working for/with Health Development Partners.

 

Skills

  • Computer Literate with excellent capacity in DHIS2, MS Office and other relevant IT programs
  • Strong interpersonal and communication skills (including strong proficiency in English and Local language)
  • High proficiency in Project Management requirements (for instance, ability to develop and monitor financial budgets, appropriate project targets)

  • Meticulous and well organized
  • Excellent administration skills with great attention to detail
