Job Summary: Reporting to the Logistics and Supply Chain Coordinator, the IT Officer will be responsible for monitoring and maintaining computer systems (network, software and/or hardware), provide IT user support services and oversee assets management in line with Operations guidelines and ALIGHT Uganda’s mission.
Key Duties and Responsibilities:
IT Support Services;
- Design, review and monitor the implementation of ALIGHT Uganda WAN / LAN hardware and software in line with the IT Policy guidelines.
- Address technical problems with hardware and software and can troubleshoot basic issues which could negatively impact staff performance.
- Sound knowledge of all office 365 applications under Microsoft suite.
- Build capacity of all staff in the usage and consumption of IT services specially in Microsoft 365 cloud applications
- Develop data backup strategies on cloud, and disaster recovery plans to ensure business continuity.
- Install computer devices like printers, scanners, cameras on both network and plug n play mode and carry out regular servicing of all ALIGHT Uganda Program IT equipment.
- Maintain a close liaison with ISP’s to maintain internet connectivity to all times as possible. Responsible for managing user accounts across all the field and country offices inside Uganda with support from Global IT team.
- Plan and budget for IT support services for the Country Program in line with ALIGHT Uganda’s financial guidelines.
- Run yearly EPLS for all ALIGHT service providers in line with the Operations guidelines.
- Provide technical support to ALIGHT staff on ICT services, systems and networks.
- Assist Global IT team in the formulation of ALIGHT’s IT policies, standards and Procedures
- Define and monitor compliance with processes for the setup and installation of user-end hardware, software, application, peripherals and other ICT base systems to agreed service levels.
- Perform network monitoring / analysis, performance tuning, trouble shooting, and escalating problems as necessary to maintain network and systems performance that meets ALIGHT’s demands in collaboration with IT team at HQ and ISP’s.
- Liaise with other IT regulatory bodies like NITA – Uganda, Ministry of ICT and other professional organizations on any ICT related matters to ensure compliance.
- Participate in building IT capacity within ALIGHT Uganda through training, mentorship and coaching.
- Monitor and report on the performance of network, system and application security solutions to highlight areas of non – compliance.
- Liaise with the IT Technical Lead at HQ in developing and maintaining a secure, dynamic and interactive Sharepoint site for Alight Uganda country program.
- Participate in planning, budgeting and reporting in line with departmental guidelines and targets.
- Perform any other work for the organization that may be assigned from time to time.
End -user Support;
- Provide onsite and remote End User support
- Tracking and documenting support activities using ticketing tracker.
- Proactively understand, analyze and research new technical problems when needed.
- Implement applications and software upgrades, perform trouble shooting and fine tuning for users.
- Provide end user and technical support for Windows and Mobile OS, File and Print, Office 365 services (SharePoint, OneDrive, Teams, and Active Directory, etc), Zoom.
- Propose, tailor and conduct group trainings periodically to cascade the technology know – how to broader audience.
- Ensure that necessary applications required by users are installed and working as expected.
- Ensure that all PC’s are protected from virus attack by installing the latest Anti-Virus program and updating the software regularly as required.
- Trouble shoot and resolve end-user hardware, operating system, and software related problems.
- Trouble shoot and resolve basic network and server access problems for end users.
- Trouble shoot and resolve end-user issues related to voice communications (fixed telephone or IP telephone systems).
- Forward technical support issues that cannot be addressed by the IT Support to the relevant IT Infrastructure team at HQ.
- Plan and conduct regular preventive maintenance of IT equipment across all offices to ensure their operational functionality.
- Develop database of online platforms (HR Magic, Fleet Tracking System, Serenic, PaygOps, etc) that are used by ALIGHT Uganda Program, regularly update sector leads and provide technical support to maintain operational effectiveness and efficiency.
Infrastructure Management;
- Manage IT assets within the site and perform upgrade as mentioned in the Global IT playbook.
- Ensure site IT hardware e.g. servers, switches, routers, printers, UPS, projectors, etc are working and in good condition.
- Trouble shoot and resolve issues related to WAN, LAN, firewall, VPN systems.
- Monitor data backups for the specific site offices including country office.
- Plan, coordinate and implement regular assessment of IT equipment to perform the necessary repairs maintenance.
- Maintain an inventory of parts for emergency repairs.
- Coordinate with vendors and with organization personnel to facilitate IT equipment purchases.
- Manage the site telecommunication infrastructure (internet, VPN, Telephone, etc)
- Plan, coordinate and implement network security measures to protect data, software and hardware of the sites.
- Improve security awareness of users by developing orientation and training programs and counselling users.
- Manage and maintain up to date operational functionality of CCTV camera systems installed at ALIHT office premises as well as carry out routine preventive maintenance services to ensure the system efficiency.
Assets Management
- Oversee general management of assets, develop and maintain updated asset register, track all assets for ALIGHT Uganda Program (all offices).
- Manage distribution, allocation and tracking movement of all Assets at the field site ensuring all Assets are issued with clear documentation and signed for in the equipment issue form.
- Carry out quarterly physical verification and validation of assets as well as tagging for the field site and share the signed reports with the Logistics & Supply Chain Coordinator at Country Office – Kampala.
- Prepare the monthly Assets and inventory registers (reports) in a timely manner and submit this to the Logistics Manager and Logistics & Supply Chain Coordinator at Country Office by 3rd of every month.
- Ensure the safety and security of all ALIGHT Assets under Head Office – Kampala and all field locations.
- Liaise with the Head of Supply Chain department to ensure that all Assets and electronic equipment are maintained and serviced routinely.
- Identify and recommend Assets due for disposal, repairs and maintenance, share the list with the Logistics Manager and Logistics & Supply Chain Coordinator at Country office.
- Create equipment issue forms and asset ID cards, maintain and regularly update the records of assets with users and file all corresponding documents at Country Office – Kampala and ensure the same is replicated across all Field Offices.
- Conduct quarterly physical asset verifications across all program sites under the field office in line with the operations guidelines.
- Ensure proper storage, management and safe up keeping of all ALIGHT assets across all office levels.
- Ensure that any movement of assets is properly approved, recorded and documented in the equipment issue forms, waybills and asset registers are appropriately updated.
- Maintain a detailed electronic tracking system of all inventory and materials received and issued in line with the stores and donor guidelines.
- Monitor ALIGHT assets using tracking tools and update assets databases, follow up and submit incident reports to Logistics Manager and Logistics & Supply Chain Coordinator for any incidents of breakdowns, accidental damages and violation of policies.
- Maintain all ALIGHT / donor assets especially computers, tablets, printers, copiers, satellite phone, etc in good condition.
- Manage and maintain the updated asset and inventory registers for ALIGHT Country Office – Kampala and all Field Offices, update them on a daily basis and ensure that all the new assets are tagged / engraved accordingly.
- Prepare incident reports on losses, damages and theft of assets, corresponding Police Reports, file copies for internal records and escalate incidences to the Logistics Manager and Logistics & Supply Chain Coordinator to follow up insurance claims.
- Manage the Logistics Information Management System (LIMS) in asset and inventory register for ALIGHT at Country Office – Kampala and across all Field Offices.
- Monitor the status of all assets including inventories and spearhead their repairs and maintenance in collaboration with Logistics Manager and Logistics & Supply Chain Coordinator.
- Work closely with the Logistics Manager and Logistics and Supply Chain Coordinator (Head of Unit) in all asset disposals for ALIGHT following specific donor procedures and regulations.
- Perform any other duties assigned to you.
Qualifications, Skills and Experience:
- The applicant must hold a University degree in IT, Logistics, Supply Chain Management, Business Management or similar degree.
- At least three years of experience working in the field of IT, or Logistics and Operations in an International relief organization.
- Strong IT skills (generic applications, internal communications systems, and software packages).
- Experience in system installation & management; Network design, management and security; Network Monitoring and support.
- Skills in documentation & information management
- Knowledge of standard INGO and donor procurement procedures and practices.
- Excellent writing and communication skills, including proven report writing skills.
- Experience working with a diverse staff and confronting challenging field situations.
- Able to multi-task and work under pressure.
- Work experience in a complex emergency setting preferred.
- High level of Computer literacy and knowledge of software programs: Excel, Access, and similar packages.
