About SHARE Program:
The Sexual Health and Reproductive Education (SHARE) program is a project funded by Global Affairs Canada. SHARE is implemented as a consortium led by Right To Play, in partnership with WaterAid, the Forum for African Women Educationalists (FAWE) and FHI 360. This project operates in Ghana, Mozambique and Uganda, and uses a gender-transformative and rights-based approach to improve the reproductive health of adolescents, particularly girls and young women. SHARE is a five-year project that works with girls and boys aged 10-24, both in and out of school, to empower them to demand better sexual and reproductive health care. The initiative also works with Community Health Workers and Health Care Facilities to ensure their services are adolescent-friendly and gender-responsive, and engage community members in activities to increase support for adolescents and young people to access SRHR education and gender-responsive services. SHARE works across multiple government partners, notably ministries of health, ministries of education and ministries of water, to ensure systematic approaches to service delivery and strengthening.
Job Summary: The Gender Equality (GE) Specialist will provide gender equality technical support to Right To Play’s Uganda Country Programs, reporting directly to the Uganda Country Director. The incumbent will be responsible for the integration of gender equality into all programs and projects, development of gender-specific programming and initiatives, building the gender capacity of Right To Play and its partners, and advising on the integration of gender equality into organizational practice. She/he provides technical support to gender related planning, implementation, monitoring, evaluation, research, and learning, including ensuring adequate collection, management and sharing of information/knowledge generated to orient decision making in program management. He/she will also contribute to stakeholder engagement, resource development including funding proposals, and thought leadership initiatives to promote and strengthen the Uganda Country Office gender related programming.
The GE Specialist will be a member of the Right To Play Uganda Senior Management Team and work closely with Right To Play team members and partners in Uganda. The GE Specialist will also collaborate with the Global Gender Team at Right To Play HQ and Gender Specialists at other Right to Play Country Offices to support knowledge exchange including sharing of best practices and lessons learned.
Key Duties and Responsibilities:
Strategic Planning, Program Design and Quality Assurance (30 % of Time):
- Leads detailed context analysis including needs assessments and gender analyses at program and project levels.
- Advises the Country Director on strategic program priorities in relation to gender and integration of gender equality in the country strategic plan.
- Support the development and review of annual operational plans to ensure that the intended outcomes contribute to Right To Play’s principles and commitments to gender equality;
- Provides input to country team to ensure appropriate inclusion of gender considerations in all programming approaches, planned activities, decisions and policies based on country context and global organizational standards on gender equality.
- Designs and develops gender program strategies, activities and plans ensuring they are in line with program objectives, results and standards and in collaboration with relevant technical specialists and program team members.
- Participates in the development of new proposals and concept notes by providing guidance to ensure appropriate integration of gender equality into future programming.
- Advises and supports the implementation of gender focused program activities within the country.
- Supports the Senior Management Team to institutionalise and strengthen gender equality and mainstreaming this within the Country Office practices by maintaining a gender-sensitive and non-discriminatory work environment, including promoting zero tolerance to SEAH.
- Champions gender-based analysis plus processes throughout the project cycle to ensure approaches are equitably benefitting all children, youth and community members.
- Develops relationships with gender specialists at HQ and Country Programs teams to share lessons learned and best practices.
- Ensures that specific donor requirements related to gender equality are well understood and implemented by program and other relevant teams.
Monitoring, Evaluation, Research, Learning and Reporting (20% of Time):
- Provides technical advice and input on the design and implementation of transparent and accountable mechanisms for monitoring and evaluating progress of the country office on the integration of gender equality at programming and organization levels.
- Advises on the gender sensitive and targeted indicators that should be incorporated into program and project-level performance measurement frameworks; advises on gender-sensitive data-collection methodologies.
- Supports and monitors the overall integration of gender equality in the country program; gathers lessons learned and builds upon strengths and improves on weaknesses.
- Collaborate with the Global Safeguarding Specialist and MEAL colleagues to promote gender-sensitive protection mainstreaming strategies, particularly to mainstream GBV and strengthen action to protect from sexual exploitation and abuse (SEAH)
- Work in close collaboration with the Monitoring Evaluation and Learning team, participates in regular monitoring and evaluation as required to ensure quality integration of gender equality into programming and adherence to donor’s deliverables and RTP technical guidelines and standards.
- Monitors the external contexts and emerging needs regarding gender equality to introduce programmatic changes as necessary.
- Leads the development of gender specific progress reports.
- Contribute to external facing research reports, case studies, technical notes, training resources and capacity statements.
- Assists in the review of relevant RTP documentation, policies, procedures, and manuals.
Capacity building/technical support and organizational development (30% of Time):
- Conducts capacity assessments and facilitates capacity building – including training and ongoing coaching – for country office staff and RTP partners to enhance their capacity, confidence and effective implementation of gender strategies, activities, and the integration of gender equality in all projects and programs.
- Ensures identification and satisfaction of training needs of RTP country office and RTP partner staff on relevant standards and instruments for gender equality.
- Designs and implements demand-driven program approaches and methodologies aiming towards capacity building, working in partnerships, policy analysis and advocacy.
- Designs and documents training modules and capacity building processes on gender mainstreaming and relevant gender equality topics.
- Collaborate with CD and P&C to support organizational culture (including attitudes, behavior and communication) aligned with advancing gender equality and inclusion.
Networking, partnerships, and advocacy (15% of Time)
- Networks with gender focused professionals and institutions to contribute to RTP’s thought leadership, partnership development and programming priorities.
- Supports RTP’s policy advocacy and engagement with key government stakeholders on gender equality.
- Represents RTP in established gender focused fora, networks and conferences in Ghana and represents or provides technical backstopping to Uganda Country Office’s participation in these fora.
- Facilitates coordination with other stakeholders on strategic policy and programming issues.
- Establishes and strengthens gender focused technical partnerships.
- Advises on the development of communication to raise awareness concerning RTP’s engagement on gender equality.
- Plays a key role in shaping gender-specific communications working closely with the marketing and communications team including contributing to newsletter articles and social media posts.
Other tasks as assigned (5% of Time)
Qualifications, Skills and Experience:
- The applicant must hold a Master’s degree or equivalent in International Development Studies, Gender Studies, Social Sciences, or other relevant discipline. OR bachelor’s degree supplemented by relevant progressive experience.
- Ten years of relevant professional experience in integrating gender equality into programming in an INGO, particularly with grants and programs focused on education and/or SRHR.
- Experience in integrating gender responsive and transformative measures in project design, monitoring and evaluation across multi-country projects
- Experience in capacity building of team members, civil society, government, and/or other actors in gender equality
- Demonstrated experience in partnership building related to gender equality, especially with government representatives, donors, the private sector, and local community organizations.
- Experience working and living in a range of cultural contexts.
- Demonstrated experience in building strong trust-based relationships with widely diverse people through both in-person and remote engagement.
- Demonstrated working knowledge on analytical tools and principles of gender equality and gender transformative approaches in program cycle.
- Demonstrated knowledge of adolescent SRHR programming in the international development context
- Demonstrated experience in conducting gender analysis and needs assessments and implementing gender responsive interventions across the project cycle.
- Strong understanding of gender equality and social inclusion
- Skills in developing and delivering gender equality tools and trainings.
- Strong ability to network and advocate for gender equality
- Excellent influencing, negotiation, coaching, diplomacy, and engagement skills
- Excellent communication skills (written and oral), interpersonal, public relations and report writing skills.
