TERMS OF REFERENCE

 

Construction of Two Small-Scale Briquette Making Factories in Local Communities in Masindi District, Uganda

 

Introduction

The following Terms of Reference (ToR) are established to hire a qualified consultant to oversee the construction of two small-scale briquette making factories in local communities within Masindi District, Uganda. This project is in line with the concept note titled “Construction of Two Briquette Making Factories in Local Communities in Masindi District, Uganda.”

 

Objectives of the Consultancy

The primary objective of this consultancy is to provide technical expertise and oversight to ensure the successful construction and establishment of two briquette making factories in Masindi District. The consultant will be responsible for the following key tasks:

  • Conduct a detailed feasibility study to finalize the selection of factory locations, considering accessibility, raw material availability, and market proximity.
  • Develop comprehensive construction plans for the two factories, including the layout, infrastructure, and equipment specifications.
  • Provide guidance on obtaining all necessary permits and approvals from local authorities for the construction.
  • Oversee the construction phase, ensuring it is completed according to the approved plans, within the specified budget and timeline.
  • Advise on environmental and safety standards compliance during factory construction.

 

Scope of Work

The consultant’s responsibilities include:

 

Feasibility Study

  • Perform on-site inspections and assessments of the two existing factory locations to confirm their alignment and suitability for briquette production.
  • Evaluate the adequacy of the current infrastructure and machinery distributed to communities, considering their suitability, current condition, and capacity to support briquette production at the intended scale.
  • Assess accessibility and proximity to raw materials and potential markets in connection with the current site locations.

Factory Design and Planning

  • Develop detailed factory construction plans, including the layout, infrastructure, and equipment requirements.
  • Ensure that the design is compliant with environmental and safety standards.

Regulatory Compliance

  • Facilitate the acquisition of all necessary permits and approvals from local authorities for factory construction.

Construction Oversight

  • Oversee the construction phase, including the selection of contractors and suppliers.
  • Ensure construction is completed within the specified budget and timeline.
  • Monitor and address any issues that may arise during the construction process.

Quality Assurance

  • Implement quality control measures to ensure the construction work meets the required standards.

Reporting

  • Provide regular progress reports to the project management team.
  • Submit a final report upon completion of the construction.

 

Deliverables

The consultant is expected to deliver the following:

  • A comprehensive feasibility study report including site selection.
  • Detailed construction plans for the two briquette making factories.
  • All necessary permits and approvals obtained.
  • Regular progress reports during the construction phase.
  • A final report upon completion of construction.

 

Timeline:  The consultancy is expected to start on January 15th 2024 and be completed within one month.

 

Qualifications, Skills and Experience:

The consultant should possess the following qualifications and attributes:

  • A proven track record in project management and construction, preferably in the field of sustainable energy and environmental projects.
  • Experience in working on similar projects in East Africa or Uganda is highly desirable.
  • Technical expertise in equipment procurement and factory setup.
  • Strong knowledge of environmental conservation and sustainable practices.
  • Excellent communication and report writing skills.
  • A commitment to delivering high-quality and sustainable results.

 

Budget

The budget for this consultancy is subject to negotiation and will be finalized with the selected consultant based on their proposal.

 

Reporting and Coordination: The consultant will report directly to the Program Manager and will work closely with the Program implementation team at the Jane Goodall Institute.

Jane Goodall Institute reserves the right to reject any or all proposals if they do not meet the project’s requirements or expectations.
