TERMS OF REFERENCE
Conducting a Value Chain Analysis/Study
Introduction
The purpose of this Terms of Reference (ToR) is to guide a consultant or consulting firm in conducting a comprehensive Value Chain Analysis/Study for the construction of two small-scale briquette factories in Nyantonzi and Kasongoire Parishes, Masindi District, Uganda. This study aims to identify key actors, opportunities for efficiency improvement, cost reduction, and overall value addition in the establishment of the briquette factories.
Background
The Jane Goodall Institute – Uganda, in collaboration with the Austrian Development Agency, the Jane Goodall Institute Austria, and its partners (Ecosia and Likano), is implementing the Growing Together II project. As part of this initiative, two small-scale briquette factories are planned in Nyantonzi and Kasongoire Parishes to address energy challenges, reduce deforestation, and improve livelihoods.
Objectives
The main objectives of the Value Chain Analysis/Study are as follows:
- Identify key stakeholders and actors in the briquette production value chain in Nyantonzi and Kasongoire Parishes.
- Assess the efficiency and effectiveness of the briquette production process, from raw material sourcing to distribution.
- Identify opportunities for cost reduction, value addition, and overall process optimization.
- Evaluate the sustainability and environmental impact of the proposed briquette factories.
- Provide recommendations for improving the value chain and ensuring the successful establishment of the briquette factories.
Scope of Work
The consultant/firm is expected to:
Stakeholder Mapping
- Identify and map key stakeholders in the briquette production value chain, including local communities, suppliers, manufacturers, distributors, and end-users
Process Analysis
- Conduct a detailed analysis of the entire briquette production process, including raw material sourcing, material preparation, mixing, compacting, drying, quality control, packaging, distribution, and marketing.
Infrastructure Assessment
- Assess the existing and proposed infrastructure for the briquette factories, including production areas, drying facilities, storage warehouses, office space, and training centers.
Biomass Sourcing
- Evaluate the reliability and sustainability of biomass sourcing for briquette production, considering the types of biomass materials and their availability in Nyantonzi and Kasongoire Parishes.
Market Analysis
- Analyze the local market for briquettes, including demand, competition, pricing, and potential distribution channels.
Environmental Impact Assessment
- Conduct an environmental impact assessment to ensure compliance with sustainability standards, including waste management, energy consumption, and emissions.
Capacity Building
- Assess the training needs of local community members involved in briquette production and recommend capacity-building initiatives.
Cost Analysis
- Conduct a comprehensive cost analysis of each stage in the value chain, identifying cost drivers and opportunities for cost reduction.
Deliverables
The consultant/firm shall provide the following deliverables:
- Stakeholder mapping report Process analysis report
- Infrastructure assessment report Biomass sourcing report
- Market analysis report
- Environmental impact assessment report Capacity-building recommendations Cost analysis report
- Final Value Chain Analysis/Study report
Timeline: The consultant/firm is expected to complete the Value Chain Analysis/Study within one month, with progress reports submitted at regular intervals.
Reporting
The consultant/firm shall submit draft reports for review and feedback before finalizing the Value Chain Analysis/Study report.
Budget
The budget for this consultancy should include all expenses related to the study, including but not limited to field visits, data collection, analysis, and report writing.
Qualifications, Skills and Experience:
The consultant/firm should have expertise in value chain analysis, environmental assessments, and experience in the energy sector.

Evaluation and Selection
Consultants will be evaluated based on their qualifications, relevant experience, proposed methodology, and budget. The consultant offering the most competitive and comprehensive proposal will be selected.
Jane Goodall Institute reserves the right to reject any or all proposals if they do not meet the project’s requirements or expectations.
