Handicap International Federation (operating under the name Humanity & Inclusion) is an independent and impartial aid and development organisation working in situations of poverty and exclusion, conflict and disaster. We work alongside disabled and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

 

Description Of The Region

Launched in August 2020. the Region is known as the East African Region (EAR), encompassing 3 countries (Kenya, Rwanda, Uganda). The Region also runs a remote technical Assistance project in Tanzania. The regional programme hub is based in Kampala, Uganda. The regional set-up is complete, led by the Regional Programme Director and the Regional Senior Management Team.

 

The three countries each have vibrant programmes, with experienced staff and strong presence in both humanitarian and development context. HI in Kenya and Rwanda have been operational since the early 1990s, and Uganda since 2017.

 

All three countries implement a number of projects under similar technical domains such as Rehabilitation, Mental Health and Psychosocial Support, Inclusive Education, Livelihoods and Resilience but each also have their own specific technical focus in other areas. The Programme works with local partners, and ensure strong advocacy on the rights of persons with disabilities.

 

The security context within the Region is calm and stable, but are naturally affected by the instability in countries like the DR Congo and South Sudan.

 

The position is both a regional and country level one and will require travel not only within Uganda to the project sites, but to Rwanda and Kenya. All three countries are relatively safe and stable, Travel requirements between the 3 countries will be determined in consultation with the Geographical Director and the Kenya and Rwanda Country Managers.

 

Job Summary:  Under the responsibility of the Geographic Director, the Regional Programme Director contributes within his/her geographical area to the implementation of the mandate and the Strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the activities in the Program, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

 

Key Duties and Responsibilities:

Responsibility 1: Management

  • Manager as a role model: embodies HI’s values on a daily basis.
  • Manager as coach for meaning: understands the strategy, makes it explicit, translates it into operational objectives for his or her team, leads the necessary changes. Gives meaning to each management action.
  • Encourages inter and intra departmental exchanges of practice. Encourages innovation and risk-taking.
  • Operational manager: organizes the operational management of his or her team, structures the work around identified processes, steers performance and facilitates the resolution of problems.
  • Manager 1st HR & Coach: contributes to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensures compliance with the code of conduct of institutional policies, the state of mind and the expected individual and collective behavior.
  • Manage and specifically support Country Managers within the Program’s perimeter, ensure their empowerment and maintain adapted accountability and subsidiarity principles through reporting mechanisms
  • Steer organization transformation, in particular through managerial and work practice change and continuous improvement of working processes.

Responsibility 2: Strategy and steering

  • Conduct the development of the Program’s Operational Strategy, and its implementation and annual monitoring in all its countries, considering context and external constraints, HI’s mandate and multi-year Strategy, the technical strategies and the development plans of Emergency, Atlas and ImpactInnovation-Information divisions.
  • Be responsible for fundraising and resource planning:
  • The Operational Strategy includes a fundraising strategy aligned with HI’s ethical principles and the Institutional Funding Development Plan.
  • Develop regular contacts with donors at field level and inform regularly the IF teams.
  • On the overall perimeter of its countries, ensure the best allocation of resources to match Program ambitions, and plan accordingly (including support missions).
  • Ensure the deployment and compliance by all its countries with HI global frameworks, institutional policies and standards. These include: the mandatory reference frameworks (such as HI Mission & Values or HI Theory of Change: Access to services), all HI’s institutional policies (Security / Code of Conduct and Safeguarding / Bribery prevention / PME and Project Quality Framework / Disability- Gender-Age…), all institutional directives and processes; delegation thresholds; security levels.

Responsibility 3: Operational implementation:

  • Be responsible for security management: in link with the regional Humanitarian Access and Security Manager, develop a culture of safety & security at Program level; ensure that security documents are up-to-date and that all necessary measures are in place; ensure incident management and reporting according to HI frameworks.
  • Ensure financial control and monitoring of operations are effective in the Program: consolidation, control and reporting of operational and organizational elements within the Program (dashboards, corrective measures, unrestricted funds consumption, etc.)
  • Ensure technical quality standards are applied in the projects of the Program, and monitor the implementation of evaluations and donor audits’ recommendations.
  • Facilitate internal audits (operational, financial and organizational), and ensure the implementation of their recommendations.
  • With both potential opportunities and risks in mind, ensure continuous monitoring and analysis of current developments in his/her geographical contexts:
  • Implement analysis and monitoring of risks related to HI presence and activities; take mitigation actions when relevant.
  • Ensure alert on humanitarian needs, and preparation/contingency plans according to StratOp.
  • Leads the emergency preparedness actions in his/her perimeter and, in case of emergency, pilots the implementation of the response by reorganizing the priorities of his/her team, according to the framework and the setup decided by the Director of Operations, in order to ensure HI’s quick and efficient response.

Responsibility 4: Legal Representation, Leadership & Influence: The Regional Programme Director is the legal representative of the overall HI organization internally and externally, and promotes a high reputation and positive image of HI. This includes:

  • Employer’s representative responsibilities and compliance with local working regulations.
  • Communications on behalf of HI.
  • Representation of HI vis-à-vis local, national, traditional, political, military and diplomatic authorities and bodies.
  • Representation of HI vis-à-vis international organizations and coordination mechanisms & system.
  • Negotiation and signature of operational partnerships, and monitoring of operational partnerships signed in affiliated countries.

Influence and leadership:

  • Develop external influence of HI (forums, operational & strategic alliances, etc.) and the external representation of the organization (events, media) in the Program’s geographical scope
  • Take on the messages of HI global advocacy to all relevant external parties.
  • Develop a local specific advocacy activity in accordance with the Operational Strategy of the Program. – Develop the communication and information activities, in accordance with the Operational Strategy.
  • Carry the overall HI mandate (e.g., advocacy, weapons, emergency) and organization (including Federation, Technical Divisions, National Associations, the Institute), internally and externally (be a representative of HI vis-a-vis external parties)
  • Contribute to the conception, promotion and evolution of HI strategy and policies.





Qualifications, Skills and Experience:

Qualification(s):

  • The applicant must hold a Master’s Degree in the relevant fields, International Cooperation / Development, Humanitarian Action and others
  • Fluency in both English and French language
  • At least five years of experience in humanitarian development with experience in project management (multi or complex)
  • At least five years of working experience in management of teams in humanitarian or
  • development programs
  • Previous working experience with HI
  • Demonstrated capacity building and training of teams

 

Desired:

  • Previous experience working in humanitarian/development programs in Africa
  • Previous experience in remote control programs
  • Experience setting up systems and procedures in new structures

 

Management skills (identical for all managers)

  • Being capable of helping team members to progress: developing his/her staff ‘s ability to work autonomously
  • Knowing how to position oneself so things can move forward
  • Knowing how to simplify and prioritize
