About US:
Makerere University –Johns Hopkins University (MU-JHU) Research Collaboration conducts clinical and translational research with a focus on HIV, TB and other conditions which affect the health and well-being of children, adolescents, women and their families. MUJHU was founded in 1988 as a collaboration between researchers from Makerere University and Johns Hopkins University in Baltimore, USA at a time when the AIDS epidemic was at its peak in Uganda, with an initial mission to improve the lives of families infected and affected by HIV through Research, Care and Training. In 2006, the MUJHU Research Collaboration was registered as a not-for-profit entity in Uganda entitled ‘MUJHU Care Limited’ with a continuation of the Collaboration’s vision and mission.
Job Summary: Under the direction of the Executive Director, this successful senior professional will be responsible for the overall program management, ensuring effective implementation of evidence-based interventions, maintaining ethical integrity, complying with all MU-JHU, national and funder requirements. The successful candidate will in addition be required to maintain good collaboration with Ministry of Health and other key partners. Program activities are currently conducted at MU-JHU and Kawempe National Referral Hospital. The program also provides technical support for implementation of PMTCT services at the Mulago Specialised Women and Neonatal Hospital. Prevention activities implemented include high yield HTS models at the facility and in the community, PREP, PEP, PMTCT, cervical cancer screening and management and services for victims of sexual and gender based violence. The program provides comprehensive care for PLHIV and these include, provision of ART, routine viral load monitoring, screening and management of TB, screening for Advanced HIV Disease and non-communicable diseases, differentiated service delivery and retention in care activities.
Key Duties and Responsibilities: The holder of this position will work under the supervision of MU-JHU’s Director of Strategic Planning and Partnerships as part of a multidisciplinary team in close collaboration with management and will be responsible for the following directly or through delegation and supervision of team members:
- Grow the program portfolio in MU-JHU – including leading the programs objectives outlined in MU-JHU’s strategic plan, write program grants including implementation science.
- Lead program development, implementation, monitoring, and evaluation – Ensure a complete work plan, procurement plan, staffing plan and budget is developed, implemented, and monitored with revisions as needed with input from key stakeholders. Oversee and support data management planning, institutional agreements, staff planning, recruitment, training and other multifaceted program activities as needed. Fulfill performance monitoring requirements by the funders.
- Program coordination – Ensure, through appropriate teams, that the activities and outputs achieved are in line with the program goals, project plan and budget. Ensure integrity of program data through routine data quality checks procedures and strong data management. Coordinate with the different internal and external stakeholders involved in the program such Ministry of Health officials, Kawempe National Referral Hospital and other collaborating institutions.
- Communication and reporting – Lead regular team meetings and calls as well as prepare and present program updates/progress reports to the Executive Director. Liaise with Ministry officials, partners and funders on reporting program progress.
- Staff management – Supervise the multidisciplinary program team (Based at MUJHU and Kawempe hospital, and any new sites that may open) including senior medical officers, coordinators, data manager, data entrants, pharmacy technicians, lab technicians, nurses and counsellors. Ensure adequate training of all program staff to meet their job requirements.
- Budget and resource management – Work closely with operational and finance team to ensure strong budget and resource management in line with approved budget and funder and institutional requirements.
- Data analysis and dissemination – Conduct routine data analysis for program evaluation and participate in the development of abstracts, manuscripts, publications and presentations to key stakeholders.
Qualifications, Skills and Experience:
- The successful candidate will be an experienced program manager including in project and team management; comfortable with multi-tasking, being able to prioritize and work successfully in a fast-paced work environment with excellent interpersonal and written communication skills.
- A degree in Medicine (MBChB) and a relevant master’s degree is required; such as an MPH or MSC.
- Five years of clinical working experience in the HIV field is required together with at least 3 years working experience in programs with demonstrable leadership.
- Other requirements include demonstrable knowledge of current national and global guidance on HIV prevention care and treatment, experience in managing donor funded programs and proficiency in Microsoft office applications.
- A desirable candidate would also show commitment to improve women and children’s health and interest in contributing to knowledge through publications and research and a drive to grow professionally and become an independent program manager.
