Job Summary: The Finance Officer will support the Finance Manager in the daily finance function activities of cash management, budgeting, enforcing financial rules and procedures, processing accounting transactions, providing updates on project expenditures, and participating in the preparation of periodic financial reports for the REAL Father Project. S/he will maintain finance files as required by the prime and/or donor, responsible for the expenditure-tracking database, conducts monitoring meetings, provides training, oversight and support for the preparation of reports and documentation required, conducts spot checks to ensure that project expenses are being tracked correctly; develops materials to facilitate compliance; reviews fiscal and performance activities to ensure compliance with statutory and contract requirements
Key Duties and Responsibilities:
Financial Reviews and Internal controls
- Initiate duly supported and allowable payments into online banking platforms of beyonic and straight to bank to include vendor, consultants and partner payments.
- Review of expense reports and other project expenses on a day-to-day basis to ensure adequate documentation, allowability, allocability and reasonability.
- Support in review of the staff payroll and remitting of statutory deductions on a timely basis.
- Address voucher queries in a timely manner in close collaboration with headquarter staff
- Review monthly fuel consumption reports, vehicle repairs and maintenance and assets Registers.
- Ensure petty cash reporting and reconciliation is accurate and timely
- Identify gaps and conduct Financial Management regular training and orientation of non- finance staff to ensure strengthening on Finance Policies and regulations as needed and monitor and measure impact.
- Review various financial tools like the purchase orders, Procurement forms advance and activity forms, and other tools on a regular basis.
Financial Reports
- Posting Transactions in QuickBooks using appropriate general ledger codes and sub codes.
- Preparation of monthly bank and mobile money account reconciliation statements for review by finance manager and file them systematically for audit purposes.
- Track all donor financial reporting deadlines for submission and requirements and regularly remind the concerned staff about their obligations in reporting.
Budget Management
- Monitor Budget by Performing Budget Vs Actual analysis on monthly basis and advice management of areas of red flag on over/underspends.
- Support and advise program managers to develop annual/Quarterly operational budgets for programs, review of budgets for accuracy, reasonability, completeness, and donor compliance.
Compliance & Audit
- Support the Finance Manager in efforts to close audit financial management findings in a timely and sustainable way.
- Ensure integrity of accounting information by reviewing account issues for compliance and establishing quality control over accounting transactions and financial reporting.
- Review existing internal control systems to always ensure financial integrity; identify
- weaknesses and recommend corrective actions as per the GAAPs and Organization’s Internal financial procedures
- Conduct site visits to monitor audit implementations
- Interpret donor financial guidelines to project teams.
Qualifications, Skills and Experience:
- The applicant must hold a degree in accounting or related field; a professional accounting qualification will be an added advantage
- At least three years of experience working on large projects.
- Experience with accounting software, preferably QuickBooks
- Possess a high standard of personal and professional integrity
- Willingness to work as a team member, taking on additional tasks as needed to ensure the overall success of the project
- High level of attention to detail, ability to multitask and work well under pressure
- Strong analytical, organizational and interpersonal skills
