About SESBiLL Project:
The Strengthening Education Systems, Bridging Learning Loss (SESBiLL) is a consortium is led by NRC in partnership with Save the Children covering over 70 schools in Karamonja, Kampala, Southwest and West Nile.
Job Summary: The Consortium & partnership Manager will oversee the consortium management unit and coordinate the work of the steering committee, technical committee, member organisations and donor(s) to achieve the consortium’s objectives.
Key Duties and Responsibilities:
- Coordinate with consortium members to ensure high quality implementation of activities, compliance with donor and consortium rules, and accountability to beneficiaries.
- Ensure effective coordination and communication among consortium members, steering and technical committees, programmatic and finance/support teams across partners, donors, and other stakeholders. Coordination is one of the key elements of the position.
- Recruit and manage consortium-specific staff, consultants and sub-contractors as needed to carry out activities.
- Manage the consortium management’s unit’s budget, assets and resources.
- With the Steering Committee, develop and implement a multi-year consortium strategy (programmatic and financial).
- Act as a focal point for the consortium. Represent the consortium to external stakeholders – donors, government, coordination bodies, and local and international NGOs. Include the Steering Committee and other consortium staff in representation as much as possible and as appropriate. Network with relevant actors to help achieve consortium objectives.
- Responsible for all aspects of grant management including but not limited to submitting high-quality proposals to donors, financial and programmatic reporting, grant filing, partnership agreements, and sharing grant information (reports, proposals, agreements) with consortium members.
- Coordinate the monitoring and evaluation of member activities as needed for reporting, learning and possibly advocacy purposes.
- Coordinate Steering Committee meetings and implement the agreed course of actions.
Qualifications, Skills and Experience:
- At least five years of experience in senior project management and/or coordination for an international organisation with responsibility for programming in a humanitarian, conflict or post-conflict context; or equivalent.
- Experience working with humanitarian and development donors, implementing partners and consortia.
- Detail oriented and strong organizational skills, Strong communication, coordination and interpersonal skills. Ability to mediate in high-stress scenarios with competing interest
- Experience working with local actors (civil society, community-based, academia, private sector)
- Strong analytical skills (data and financial); Proficiency in the use of Word and Excel;
- Good knowledge of humanitarian donor guidelines and procedures
- Proven experience in project cycle management and grant management.
- Strong communication, inter-personal, facilitation and diplomatic skills, including the professional credibility to provide coordination and sometimes guidance to member organisations.
- Programme and project management experience, gained from coordinating and/or managing education interventions (including formal and non-formal education and education in emergencies), especially in displacement-affected humanitarian/early recovery contexts.
- Strong co-ordination competence, with the ability to establish and supervise technical lines, promote communication and knowledge sharing, manage multiple work streams, and ensure quality.
- Understanding of Uganda’s basic Education system, and key related policies such as Education Sector Strategic Plan, and related Refugee Education guiding documents.
- Understanding and experience of project monitoring, evaluation and reporting, with the ability to design effective M&E tools and train staff in their use, and to use evidence to inform programme design and management.
- Ability to use ICT software to develop proposals, budgets, training and work plans, and monitoring and evaluation tools.
- Sound interpersonal, verbal and written communication skills, with the ability to write concise, accurate reports in easily understood language.
- Experience with start-up, exit or effective and efficient handling of emergencies.
- Knowledge of the refugee context especially in the Karamonja region, West Nile and Southwestern Uganda.
