About US:
The United Nations Mine Action Service (UNMAS) is a service located within the United Nations Department of Peacekeeping Operations that specializes in coordinating and implementing activities to limit the threat posed by mines, explosive remnants of war and improvised explosive devices. The Service operates under United Nations legislative mandates of both the General Assembly and the Security Council, as well as by request of affected Member States, the United Nations Secretary-General or their designated official.
Key Duties and Responsibilities: Within delegated authority, the Programme Management Officer will be responsible for the following duties:
- Participates in the development, implementation and evaluation of assigned projects related to EO/IED threat mitigation and related capacity building projects; monitors and analyzes programme/project development and implementation. reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions related to EOD and IED Threat Mitigation support for Troop Contributing Countries and Peacekeeping Missions to communicate issues and proposed solutions to key stakeholders; liaises with relevant parties; identifies and tracks follow-up actions.
- Researches, analyzes and presents information gathered from diverse sources.
- Assists in policy and training course development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
- Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Undertakes outreach activities; conducts training workshops, seminars, etc. including through stakeholder partnerships to support the objectives of training standardization across different organizations; makes presentations on assigned topics/activities.
- Participates in or lead field missions, including technical and training support across all UN P/TCCs, UNMAS field programmes and regional training centers in Africa, Europe and Asia and provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Performs other duties as required.
Qualifications, Skills and Experience:
- The applicant for the United Nations Mine Action Service (UNMAS) Programme Management Officer job opportunity should hold an advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- At least five years of progressively responsible experience in project or programme management, administration or related area is required.
- At least two years of experience in programme management in mine action, security sector reform, DDR, stabilization or humanitarian response is required.
- Experience in producing substantive reports, guidelines, standards and/or training materials is required.
- Experience working in a multicultural or international environment is desirable.
- Experience working in a peace operation or other similar international field operation is desirable.
- Experience working in mine action and/or IED/EO threat mitigation is desirable.
- Languages: fluency in both oral and written English is required. Knowledge of another official United Nations language is an advantage.
