LWF World Service is the humanitarian and development arm of the Lutheran World Federation. We are a widely recognized, international, faith-based organization working in over 20 countries. We seek to bring people of all backgrounds together in the common quest for justice, peace, and reconciliation in an increasingly complex and fragmented world. Lutheran World Federation (LWF) Uganda is part of the LWF World Service and we are currently supporting Congolese and South-Sudanese refugees living in settlements in the districts of Kamwenge, Adjumani, Moyo, Kyangwali and Lamwo respectively.

 

Job Summary:  Under the guidance of the Program Coordinator, the Team Leader is responsible for subprogram Project planning and Implementation, Staff Management and Administration, Financial management / Budget Monitoring & Control Financial management / Budget Monitoring & Control, Project Monitoring, Evaluation and Reporting Project Monitoring, Evaluation and Reporting, Assets and Logistics Management, and Partnership Management.

 

Key Duties and Responsibilities:

Project Implementation:

  • Manage the overall LWF response ensuring quality of activities provided.
  • Ensure the appropriate and professional implementation of projects in the most effective manner possible;
  • Ensure that the all-Project’s objectives/outputs are achieved according to the work plans and within the contracted project period according to donor guidelines;
  • Systematic implementation of monitoring and evaluation (M&E) systems should aim to increase the quality of the LWF emergency and development programme response over time and ensure an appropriate level of accountability;
  • Ensure that all Project’s objectives/outputs are achieved according to the work plan and within the agreed project period.

Project Planning;

  • Ensure that all Projects have approved work plans;
  • Ensure that all Work Plans, Procurement Plans, Manpower Plans for all projects in the sub program are submitted on time;
  • Build the capacity of project teams on project planning and scheduling.

Staff Management:

  • Lead and manage staff ensuring clarity over plans and priorities, providing supervision, guidance and mentoring, encouraging effective team work and inclusiveness and building a team spirit through regular meetings and events and clear reporting mechanisms for each team member;
  • Provide management support to direct reports in their management of others, and their implementation of role objectives, work plans and budgets management;
  • Advise and assist with defining the required team composition and structure for the operational programme in accordance with LWF standard structure;
  • Agree clear performance objectives for all direct reports in appraisal, and ensuring all team members have appropriately set objectives, and that appraisal are undertaken in a timely manner;
  • Be responsible for staff development, coaching and mentoring to enhance the capacity of staff;
  • Assist with the provision of or coordinate the training necessary for the delivery of good quality activities.

Financial management / Budget Monitoring & Control:

  • Develop accurate annual budgets and budget revisions for the project/programme according to standards of the donor;
  • Keep track of all project/programme budgets and ensure that project/programme activities are within assigned budgets;
  • Review management accounts to track expenditures and provide feedback to the SPA;
  • Ensuring that the financial implications of plans are fully considered and reflected in the annual budgets;
  • Develop tools for budget tracking and monitoring.

Project Monitoring, Evaluation and Reporting:

  • Oversee the implementation of a robust M&E System to monitor project performance and ensure an appropriate level of accountability;
  • Ensure that proper mapping is done & information shared on time
  • Take lead in developing M&E Tools and ensure effective deployment and use of those tools.

Assets and Logistics Management:

  • Overseeing organizational assets ie Vehicles, motorcycles, computers, furniture etc to ensure they are put into good use and well maintained

Partnership Management:

  • Promotes good working and networking relations with relevant local authorities, community leaders, civil society/non-governmental organizations, collaborating/implementing partners, and other stakeholders where appropriate.
  • Performed any other official duties that may, from time to time, be requested and /or assigned by Programs Coordinator/ Country Representative.





Qualifications, Skills and Experience:

  • The applicant must hold a University Degree in any field of study.
  • A minimum of five years’ experience in a similar or related role, especially within humanitarian organizations and contexts.
  • Problem Solving and Decision-Making skills;
  • Good interpersonal skills;
  • Excellent English Language (both written and spoken);
  • Knowledge on computer skills like MS word, excel.
  • Ability to work under pressure to meet tight deadlines;
  • Good team worker with good communication skills;
