Senior Finance Officer, Location: 50% WHH Country Office, 50% Field visits, Period: 1 year contract with possibility of renewal based on performance.
Job Summary: The Senior Finance Officer will implement existing financial management standards in the programmes and projects efficiently and promptly, thereby making a significant contribution towards the success of the programme work.
Key Duties and Responsibilities:
Duties with own area of responsibilities
- Ensure that project funds are correctly managed according to the specifications of Welthungerhilfe and Co-financers. This includes liquidity planning of the project, funds requests, bank and cash transactions, bookkeeping, preparation, and review of end of Month (EoPs) accounts, prompt financial reports / part of financial reports on expenditure of funds in cooperation with Head of finance in Country Office
- Ensure that documentation of data, account assignment and bookkeeping entries are carried out correctly in financial software.
- Ensure costs are cleared internally within project or between projects (correct allocation of the cost)
- Prepare documentation that Head of Project and / or PPO can assume budgetary responsibility (Expenditure and Budget Control)
- Prepare annual accounts documentation in cooperation with Head of Project and Head of finance.
- Prepare of refunds/returns/Final requests to donors
- Instruct / advise and supervise local administrative staff.
- Make purchase and award contracts according to valid regulations of (WHH and c- financers) when required by the project.
- Monitor and correctly process relief supplies and vehicle fleet.
- If applicable, Support Project Offices to implement project according to co-financing agreement and WHH standards.
Duties without own area of responsibilities
- Support Head of Projects to prepare Project/ Co-finance budget in terms of formal correctness.
- Regularly inform Head of project about project’s financial status.
- Support the Head of project with liquidity planning of the project.
- Checking the national law and relevance for Welthungerhilfe
- Ensure correct personnel management within the project. This involves in particular: preparing and monitoring contractual standards for local staff.
- Fulfilment of any other tasks assigned by the management in general with the character of the position.
Qualifications, Skills and Experience:
- The ideal candidate for the Senior Finance Officer must hold minimum of a bachelor’s a degree in Accounting, Finance, Business Administration. An equivalent, from an accredited institution, is essential.
- At least five years of professional experience in a similar position in both country and field offices preferably with international NGOs.
- Good working experience of financial softwares, Office 365 and MS office applications.
- Available for field visits and long stays when required (50%)
- High integrity and willingness to conduct her/himself transparently.
- Self-evident interpersonal skills that cause senior managers to seek their help & counsel in resolving financial/ administrative issues maturely.
- Self-organized & flexible, creative, initiative & good team player.
- Ability to establish & maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity & respect of diversity.
- The position holder should work in a client and team oriented manner and adhere to standards as described in the “WHH/GAA Code of Conduct
